Ordinance No ~~~ °~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $865,125 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING CASE MANAGEMENT, EMERGENCY ASSISTANCE, OUTREACH AND CERTIFICATION FOR EMERGENCY ASSISTANCE, INFORMATION AND REFERRAL, AND PROVIDE TRANSPORTATION TO CLIENTS FOR MEDICAL, EDUCATIONAL, EMPLOYMENT AND OTHER NEEDS TO LOW INCOME PERSONS THROUGH A GRANT FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund m the amount of $865,1.25.00 from available funds for the funding case management, emergency assistance, outreach and certification for emergency assistance, information and referral, and provide transportation to clients for medical, educational, employment and other needs to low income persons through a grant from the Texas Department Of Housing and Community Affairs. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 13540 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said pnor ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained. Authorize the City Manager to accept funds in the amount of $860,355 from the Texas Department of Housing and Community Affairs for the Community Services Block Grant (CSBG) for the 1999 funding year; and 2. Accept the 1998 Incentive Award of $4,620 and reimbursement of registration fees for $150; and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $865,125 from available funds, and 4 Apply indirect cost rates in accordance with the City's Administration Regulation 3-15 at a rate of 25.52%, which represents the most recently approved rate for this department, and apply the new approved rate when available DISCUSSION Since October, 1992, the Texas Department of Housing and Community Affairs (TDHCA) has provided funds annually to contract recipients through Letters of Notification (LON) The LON's indicate the amount of funds the contractor will receive for the current year, as well as a cumulative total of CSBG funds received since the initial funding in 1992. On October 14, 1998, TDHCA notified the City, through LON No 7, that the City had received a $4,620 Incentive Award and a $150 reimbursement of registration fees In March, 1999, following the public notification of the CSBG Allocation Table for all Texas counties, TDHCA will issue a LON indicating that $860,355 is available for the 1999 funding year This amount will bring the total CSBG funds received by the City since 1992 to $5,356,081 This extension for the CSBG proposes to continue programs and services aimed at assisting low- income persons through case management, emergency assistance, outreach and certification for energy assistance, information and referral, as well as services to provide clients with transportation to access services for medical, educational, employment and other needs Nine neighborhood centers will be utilized to deliver program services. This program serves all Council Districts.
