AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS
FUND IN THE AMOUNT OF $1,500,000.00 SUBJECT TO RECEIPT OF THE GRANT FROM THE FEDERAL
HIGHWAY ADMINISTRATION FOR THE PURPOSE OF FUNDING IMPROVEMENTS TO PORTIONS OF
NORTH MAIN AND BERRY STREET CORRIDORS AND TO CONDUCT A STUDY OF OTHER CENTRAL
CITY COMMERCIAL CORRIDORS; PROVIDING FOR A SEVERABILTI'Y CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES
IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999/00 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$1,500,000.00 subject to the receipt of the grant from the Federal Highway Administration for the purpose of funding
improvements to portions of North Main and Berry Street Corridors and to conduct a study of other central city commercial
corridors.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason
by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions,
sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit the Transportation and Community and System Preservation
(TCSP) grant proposal to the Federal Highway Administration in order to receive the earmarked
Fiscal Year 2000 TCSP grant in the amount of $1 5 million for improvements to portions of the North
Main and Berry Street Corridors and for a study of other central-city commercial corridors, and
2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by up to $1 5 million from the Federal Highway Administration, subject to the receipt of
the grant; and
3 Authorize the City Manager to enter into a grant agreement with either the Federal Highway
Administration or the Texas Department of Transportation, as appropriate, for use of the TCSP
grant funds
DISCUSSION
The Transportation Equity Act for the 21st Century (TEA-21) established the Transportation and
Community and System Preservation (TCSP) Pilot Program The TCSP provides funding for grants to
plan and implement transportation strategies which improve the efficiency of the transportation system,
reduce environmental impacts of transportation, reduce the need for costly future public infrastructure
investments, ensure efficient access to jobs, services and centers of trade, and examine development
patterns and identify strategies to encourage private sector development patterns which achieve these
goals
The City of Fort Worth has received a $1 5 million earmark from Fiscal Year 2000 TCSP grant funds for
corridor redevelopment and transit linkages The Federal Highway Administration (FHWA) has
requested that the City submit a grant proposal describing the proposed project and objectives by
December 31, 1999
The City proposes to use $1 2 million in TCSP funds to supplement the 1998 CIP bond funds allocated
to North Main Street and Berry Street. The North Main Street corridor project would receive $500,000
for improvements to the Paddock Bend area north of the Paddock Viaduct to Northside Drive and the
Mercado area from Northside Drive to 21st Street. The Berry Street corridor project would receive
$700,000 for improvements to the University District between University Drive and 8th Avenue The
City proposes to use the remaining $300,.000 to conduct a thorough study of the commercial corridors
within Loop 820 The study, to be conducted in cooperation with the City's Commercial Corridors Task
Force, would be used as a basis for determining which corridors would be prioritized for City-initiated
revitalization efforts and to begin to identify improvements to be considered in the selected corridors
