HomeMy WebLinkAboutOrdinance 13836~~ ORDINANCE NO I ~ ~p AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS BY $40,000 IN THE GRANTS FUND FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH THE TEXAS DEPARTMENT OF HEALTH'S BUREAU OF REGIONAL/LOCAL HEALTH OPERATIONS "000" FUNDS ESSENTIAL PUBLIC HEALTH SERVICES SUPPORT AND PREVENTIVE HEALTH AND HUMAN SERVICES BLOCK GRANT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998/99 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations by $40,000 in the Grants Fund from available funds for the purpose of funding a contract with the Texas Department of Health's Bureau of Regional/Local Health Operations "000" Funds Essential Public Health Services Support and Preventive Health and Human Services Block Grant. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No 13540 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4. This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so ordained. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by $40,000 in the Grants Fund from available funds, and 3 Apply indirect costs in accordance with Administrative Regulation AR3-15 at ~a ra#e of 27.31 %, which represents the most current indirect cost rate for this department. DISCUSSION The Texas Department of Health (TDH) provides grant funds to local health departments across the state to provide essential public health services. These funds need to be directed at reducing the incidence of cardiovascular disease in the community The City's Public Health Department will use these funds to address the following essential health functions, as defined by the TDH • Inform, educate and empower people about health status • Mobilize community partnerships to identify and solve health problems This program was initiated during Fiscal Year 1998-99, with its goal being to identify and educate local citizens about the long-term and short-term benefits of physical activity Lack of physical activity is a high risk factor in several chronic diseases including cardiovascular disease, diabetes, and cancer This program has been implemented by a collaborative effort of the Public Health Department and the Parks and Community Services Department. They will continue to improve existing walking paths in neighborhood parks throughout the City by marking the distance of existing walking paths and increasing public access to this information Additionally, Public Health Department staff will initiate walking programs for residents in designated neighborhoods through special events and community meetings targeted to educate these groups on the benefits of physical activity City of Fort Worth, Texas M'Ayor and Council Cammun~cAt~on DATE REFERENCE NUMBER LOG NAME PAGE 6/15/99 **C-17470 50HEALTH 2 of 2 SUBJECT APPROPRIATION ORDINANCE AND CONTRAC WITH THE TEXAS DEPARTMENT OF HEALTH'S BUREAU OF REGIONAULOCAL HEALTH OPERATIONS "000" FUNDS ESSENTIAL PUBLIC HEALTH SERVICES SUPPORT AND PREVENTIVE HEALTH AND HUMAN SERVICES BLOCK GRANT Since this program began in the 1998-99 fiscal year, costs incurred for this campaign include marking trails, implementation of special events, distribution of educational materials, and participation in community functions. Funds will also purchase supplies and incentive items. The new funding period would begin September 1, 1999, and end August 31, 2000, for an amount not to exceed $40,000 Indirect costs for this program are estimated to be $3,296 The Public Health Department anticipates submitting applications to TDH for subsequent fiscal years.
