AN ORDINANCE INCREASING THE ESTIMATED RECEIl'TS AND APPROPRIATIONS IN THE
SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $184,320 00 FROM AVAILABLE FUNDS
FOR THE PURPOSE OF FUNDING AN ENGINEERING SERVICES AGREEMENT WITH BLACK &
VEATCH CORPORATION FOR SANITARY SEWER MAIN REHABILITATION IN THE CENTRAL
BUSINESS DISTRICT, FORT WORTH, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION I
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1999-00 and m the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Sewer Capital Projects Fund in the
amount of $184,320 00 from available funds for the purpose of funding an engineering services agreement with Black &
Veatch Corporation for sanitary sewer main rehabilitation in the Central Business District, Fort Worth.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent ~unsdiction, such decision, opuuon or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13886 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and rt is so ordained.

CENTRAL BUSINESS DISTRICT, FORT WORTH
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to transfer $184,320 for the Water and Sewer Operating Fund to the
Sewer Capital Project Fund, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Sewer Capital Fund in the amount of $184,320 from available funds; and
3 Authorize the City Manager to execute an engineering agreement with Black & Veatch Corporation
in an amount not to exceed $181,320 for sanitary sewer Mains D104D, D105, D105A, D109, L23
and L108 Rehabilitation in the Central Business District, Fort Worth
DISCUSSION
As part of an on-going program to improve the wastewater collection system in the downtown central
business district, the Water Department recently selected deep sanitary sewer Mains D104D, D105,
D105A, D105B, D109, L23 and L108 for rehabilitation
Main D104D is located in Throckmorton Street between 4th and 5th Streets Main 105 is located in 7th
Street between Commerce and Houston Streets Main D105A is located in Houston Street between 6th
and 7th Streets serving the 600 Houston Street Mall, Garage, and Landmark Tower Main D109 is
partially under the Fort Worth Convention Center and runs through 10th and 11th Streets between
Monroe and Houston Streets The Water Department proposes to rehabilitate the sanitary sewers
listed above to accommodate the expansion of the Fort Worth Convention Center and other
developments in the Central Business District.
Under this agreement, Black & Veatch Corporation will prepare plans and specifications for
rehabilitation of the sanitary sewer mains listed above, and will coordinate the design with the business
community in the Central Business District. The engineer will also evaluate each sewer line's condition,
location, present capacity and future demands
This project is generally bound on the north by 4th Street, on the south by 13th Street, on the east by
Commerce Street, and on the west by Throckmorton and Monroe Streets
The project is located in COUNCIL DISTRICT 9, Mapsco 62Z, 76D and 77A.
Black & Veatch Corporation is in compliance with the City's M/WBE Ordinance by committing to 25%
M/WBE participation The City's goal on this project is 25%

In addition to the above engineering fee, $3,000 is included for project management and review
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval and completion of recommendation 1 and adoption of
the attached appropriation ordinance, funds will be available in the current capital budget, as
appropriated, of the Sewer Capital Project Fund
