AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS BY $3,350,000 IN THE GRANTS FUND, SUBJECT TO
RECEIPT OF GRANT FUNDING, FOR THE PURPOSE OF FUNDING A
CONTRACT WITH THE OFFICE OF JUVENILE JUSTICE AND
DELINQUENCY PREVENTION (OJJDP) FOR THE "SAFE START" VIOLENCE
PREVENTION GRANT, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998/99 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations by $3,350,000 in
the Grants Fund, subject to receipt of grant funding, for the purpose of funding a contract with the Office of
Juvenile Justice and Delinquency Prevention (OJJDP) for the "Safe Start" Violence Prevention Grant.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

SUBJECT APPROPRIATION ORDINANCE AND CONTRACT FOR THE "SAFE START" VIOLENCE
PREVENTION GRANT
It is recommended that the City Council
Authorize the City Manager to apply for and, if offered, accept and execute grant contracts with the
Office of Juvenile Justice and Delinquency Prevention for up to $3,350,000 (allocated in three
phases) over a five and one-half year period, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$3,350,000 in the Grants Fund subject to receipt of grant funding, and
3 Waive indirect cost due to the competitive nature of the grant.
DISCUSSION
The purpose of the "Safe Start" demonstration project is to develop an initiative to prevent and reduce
the impact of family and community violence on young children (primarily from birth to 6 years of age.)
This project seeks to create a comprehensive service delivery system by helping communities to
expand existing partnerships among service providers in the fields of early childhood education/development,
health, mental health, family support and strengthening, domestic violence, substance abuse
prevention and treatment, crisis intervention, child welfare, law enforcement, courts, and legal services.
This comprehensive service delivery system should improve access to, delivery of, and quality of
services for young children at high risk of exposure to violence or who have been exposed to violence,
along with their families, and their caregivers, at any point of entry into the system
The goal of this project is to create a holistic approach to prevent and reduce the harmful effects of
exposure to violence on young children by improving access to, delivery of, and quality of services to
children and responding to the needs of children and their families at any point of entry into relevant
(e.g ,legal, social services, medical) systems.
Selected applicants will be awarded $670,000 for the first budget period of up to 18 months. Phase I
(assessment and planning) will be able to use $250,000 for assessment, planning and initial
development activities. For applicants who successfully complete Phase I, the remaining budget from
the first budget period of up to $420,000 will be available along with $670,000 of funding (additional 12
months) from the second budget period to support activities during Phase II (initial Implementation) for
a total of $1,090,000 of funding per site. Phase III (Full Implementation and Sustainability) will provide
an additional $670,000 annually for three more years. Total potential funding for all three phases is
$3,350,000 The Public Health Department and the Police Department will be co-applicants on the
grant. The Public Health Department will serve in the primary role of administering the grant.
