HomeMy WebLinkAboutOrdinance 13940Ordinance No.~~ ~ ,.-_Q AN ORDINANCE APPROPRIATING $30,000 00 TO THE GENERAL FUND AND DECREASING THE UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE PURPOSE PROVIDING FUNDING FOR THE STONE SOUP CONNECTION AFTER-SCHOOL PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the City Manager, there shall also be increased appropriation in the General Fund in the amount of $30,000 00; thereby decreasing the unreserved, undesignated Fund balance by the same amount for the purpose of providing funding for the Stone Soup Connection after-school program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain m full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 13540 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained. APPROPRIATION ORDINANCE AND APPROVAL OF CONTRACT WITH THE STONE SOUP CONNECTION RECOMMENDATION It is recommended that the City Council 1 Adopt the attached supplemental ordinance increasing estimated receipts and appropriations in the General Fund by $30,000 from available funds, and 2. Authorize the City Manager to enter into a contract with The Stone Soup Connection for an amount not to exceed $30,000 to operate an after-school program at several school sites. DISCUSSION The Stone Soup Connection is a collaborative effort of community organizations, neighborhoods, congregations, businesses, non-profit and fraternal organizations for the purpose of encouraging students to be successful and remain in school The Stone Soup Connection got its start in the summer of 1995 The objective of The Stone Soup Connection is to provide an after-school program that provides a safe and educationally enriching environment for students. The program has several components including (1) a safe environment on the school campus for children to spend their afternoon between the time they are out of school until their parents pick them up, (2) help with homework and other academic activities to help improve student reading, writing, and math skills, (3) to help students develop physically and socially through a broad variety of experiences, and (4) to educate and encourage parents to become more involved with their children's schooling The initial target school for The Stone Soup Connection program in 1995 was De Zavala Elementary School The program, at the encouragement of the Fort Worth Independent School District (FWISD), has expanded to six sites this school year including De Zavala, Daggett, A.M Pate, George C Clarke, and Van Zandt-Guinn Elementary Schools, as well as Daggett Middle School The City, through the Community Development Block Grant (CDBG) Program, has partially funded the program at De Zavala Elementary School and Daggett Middle School This year's CDBG allocation for the program is $22,356 Although FWISD encouraged expansion of the program to other sites, adequate funding was not made available to cover the cost of the additional sites. Representatives of The Stone Soup Connection approached the City Council about cone-time allocation of $40,000 to help cover the costs of expanding the program to the six sites The City Council, at the August 31, 1999 budget hearing, directed the City Manager to allocate up to $30,000 in a one-time allocation for The Stone Soup Connection out of available funds.
