HomeMy WebLinkAboutOrdinance 13845/. .~.p; ~: ~~ ..~ ` 7 Ordinance No. AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $200,000.00 SUBJECT TO THE RECEII'T OF THE GRANT FROM THE U S. DEPARTMENT OF LABOR FOR THE PURPOSE OF FUNDING THE QUANTUM OPPORTUNITIES PROJECT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $200,000 00 subject to the receipt of the grant from the U S. Department of Labor for the purpose of funding the Quantum Opportunities Project. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or Judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY -~,~~'G-'~~~ Assistant City Attor 6_y-99 Date ~-~z-a~ Adopted ,~ -Z~ ' q~ Effective City of Fort Worth, Texas n~Ayar .And Caunc~l Cammun~cA~t~an DATE REFERENCE NUMBER LOG NAME PAGE 6/22/99 C-17493 08QUANTUM 1 of 2 SUBJECT APPROPRIATION ORDINANCE, ACCEPTANCE OF GRANT AND CONTRACT WITH FORT WORTH' COMMUNITIES IN SCHOOLS INC FOR PROVISION OF EMPLOYMENT AND TRAINING SERVICES UNDER QUANTUM OPPORTUNITIES PROJECT RECOMMENDATION It is recommended that the City Council Accept a Job Training Partnership Act (JTPA) Title IV grant from the U S Department of Labor in the amount of $200,000 to continue implementing the Quantum Opportunities Project (QOP) for the contract period beginning July 1, 1995, and ending on September 30, 2000, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $200,000 subject to the receipt of the grant; and 3 Authorize the City Manager to execute a contract with Communities in Schools, Inc. in the amount of $149,200 for the provision of employment and training services under the QOP beginning October 1, 1999 and ending September 30, 2000, and 4 Apply indirect costs according to Administrative Regulation 3-15 using the most current approved indirect cost rate of 5 95% for the Employment and Training Department. DISCUSSION On June 28, 1995, the U S Department of Labor accepted a grant application from the City of Fort Worth Employment and Training Department to replicate and formally evaluate the Quantum Opportunities Project (QOP) QOP is a model project developed by the Ford Foundation and directed specifically to at-risk youth entering the ninth grade Its objectives are to enable participants to complete high school and to improve their rate of graduation and succeeding in post-secondary educational institutions The terms of the initial Department of Labor grant required that (1) the local public school system be a partner; (2) that acommunity-based organization be identified to operate the demonstration, (3) that a match be provided from local funds, and (4) that the target school have a high dropout rate of at least 40% fewer graduating seniors in 1994 than entering ninth grades in 1990 The Fort Worth ISD agreed to be a partner; the Fort Worth Communities in Schools, Inc. program agreed to operate the demonstration and contribute funds towards the cost of the project; and the project is located at Paschal High School and is designed to serve 100 students The actual number of students that enrolled in the project was ninety-nine At the conclusion of the initial four years of operation, fifty-one students have graduated and five have obtained GED's Thirty- seven students are still attending high school To date, only six of the students have been unsuccessful, four relocated and their status is unknown, and two are incarcerated City of Fort Worth, Texas M,Ayar and Caunc~l Cammun~cAtion DATE REFERENCE NUMBER LOG NAME PAGE 6/22/99 C-17493 08QUANTUM 2 of 2 SUBJECT gPPROPRIATION ORDINANCE, ACCEPTANCE OF GRANT AND CONTRACT WITH FORT WORTH COMMUNITIES IN SCHOOLS, 1NC FOR PROVISION OF EMPLOYMENT AND TRAINING SERVICES UNDER QUANTUM OPPORTUNITIES PROJECT The U S Department of Labor has notified the Employment and Training Department of their desire to continue the project for a fifth and final year to allow aH remaining students an oppo rtunity to graduate The Department of Labor has agreed to award an additional $200,000 for the o ne-year extension There is no requirement for a local match as has been the case in previous years FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that upon approval and execution of the above recommendations, adoption of the attached appropriation ordinance, and receipt of the grant, funds will be available in the current operating budget, as appropriated, of the Grants Fund RGj Submitted for-City Manager's FUND ACCOUNT CENTER AMOUNT CITY SECRETARY Office by: (to) GR76 488064 008210323000 $200,000.00 PP A D 'ROVE RamonGuajardo 6191 GR76 516010 008210323010 $200,000.00 ~/ A '^! / CST I V~UIVt/t~ Originating Department Head: JUN ?2 1999 Richard Sapp 5310 (from) . ~i~~a ~-~/ Additional Information Contact: . . of tha Secretar Cit y y City of Fort Woitll, Texas Brenda Bailey 5302 Adopted Ordinancx No.1~j
