AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
WATER CAPITAL PROJECTS FUND IN THE AMOUNT OF $46,200 00 AND IN THE SEWER
CAPITAL PROJECTS FUND IN THE AMOUNT OF $33,200.00 FROM AVAILABLE FUNDS FOR
THE PURPOSE OF FUNDING AN ENGINEERING SERVICES AGREEMENT TO TRANSYSTEMS
CORPORATION FOR WATER AND SEWER MAIN REPLACEMENTS ON UNIVERSITY DRIVE,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORI>AINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Project Fund in the
amount of $46,200.(10 and in the Sewer Capital Project Fund in the amount of $33,200 00 from available funds for the purpose
of funding an engineering services agreement to Transystems Corporation for water and sewer main replacements in
University Drive.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent: jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the
same except in thos<; instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in wlvch instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
~:
1 Authorize the transfer of $79,400 from the Water and Sewer Operating Fund to the Water Capital
Project Fund ($46,200) and Sewer Capital Project Fund ($33,200), and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Project Fund in the amount of $46,200 and the Sewer Capital Project Fund in the
amount of $33,200 from available funds, and
3 Authorize the City Manager to execute an engineering services agreement with TranSystems
Corporation for water and sewer main replacements on University Drive at Camp Bowie/7th Street
in the amount of $79,400
DISCUSSION
On May 9, 1995 (M&C C-14806), the City Council authorized a Congestion Mitigation and Air Quality
improvement Agreement with the Texas Department of Transportation for improvements to the Camp
Bowie, 7th Street, Bailey Avenue and University Drive intersection The agreement, among other
things, requires that the City be responsible for the adjustment or relocation of utilities prior to
construction
On December 17, 1996 (M&C C-15824), the City Council authorized an engineering services
agreement with Barton-Aschman Associates to design the intersection improvements
The Water Department has reviewed its facilities and has identified several water and sewer lines that
need to be replaced or relocated TranSystems Corporation has been selected to design those
facilities for a fee of $79,400 Staff considers this fee to be reasonable for the amount of design and
coordination work required
TranSystems Corporation is in compliance with the City's M/WBE Ordinance by committing to 24%
M/WBE participation The City's goal for this project is 24%
The project is locatE:d in COUNCIL DISTRICTS 7 and 9, Mapsco 76A.

The Finance Director certifies that upon approval and completion of the above recommendation, and
adoption of the attached appropriation ordinance, funds will be available in tfie current capital budgets
of the Water Capital Project Fund and the Sewer Capital Project Fund.
