AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $856,600 00 SUBJECT TO THE RECEIl'T OF THE GRANT
FROM THE NATIONAL COUNCIL ON THE AGING, INC., FOR THE PURPOSE OF FUNDING THE
SENIOR COMMUNITY SERVICE EMPLOYMENT PROJECT, PROVIDING FOR A SEVERABILITY
CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$856,600 00 subject to the receipt of the grant from the National Council on the Aging, Inc., from available funds for the
purpose of funding the Senior Community Services Employment Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

SUBJECT I APPROPR A 10 ORDINANCE ZONAL' COUNCIL ON THE AGING, INC AND RELATED
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to submit a grant application to the National Council on the Aging, Inc.
(NCOA), accept the grant if awarded, and enter into a grant agreement for an amount not to exceed
$770,900 with NCOA governing the City's responsibilities in administering the grant money, in order
to implement the Senior Community Service Employment .Project (NCOA/SCSEP) for the program
year beginning July 1, 1999, and ending June 30, 2000, and
2. Authorize anon-interest bearing interfund loan from the General Fund to the Grants Fund in the
amount of $192,700 for interim financing of 25% of this project pending contract execution, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $856,600 subject to receipt of the grant; and
4 Waive the $7,100 indirect cost based on an indirect cost rate of 5 95% for this department in
accordance with the City's Administrative Regulation 3-15 due to NCOA's ceiling of $25,700 for
administration of this project; and
5 Apply the waived indirect cost as the City's in-kind contribution toward the $85,700 in-kind match
required by the NCOA grant.
DISCUSSION
The primary objective of the Senior Community Service Employment Program is to provide
economically disadvantaged Tarrant County residents age 55 or better with subsidized, part-time, work-
experience training in public and/or qualified private, non-profit sectors Work-experience training also
is available with private, for-profit entities for eight individuals through the 502 Experimental Project
(502e), which is integrated as a part of the grant agreement. The grant requires strong efforts by the
participants to secure unsubsidized employment after they have completed training The 1999-2000
program year is designed to serve 116 individuals and place 41 in unsubsidized employment, as well as
place seven out of the eight (502e) program participants As of May 20, 1999, a total of 159 individuals
had received services from the current program, 20 have become employed at an $8 27 average hourly
rate The City of Fort Worth has administered the SCSEP since 1976
The interim loan of $192,700 from the General Fund is a temporary measure designed to ensure the
smooth transition from one grant funding period to another Upon execution of the grant agreement
with NCOA, the interim loan will be returned to the General Fund

APPROPRIATION ORDINANCE
The National Council on the Aging, Inc.'s share is $770,900 of the total budget of $856,600 The
remaining $85,700 is an in-kind match of services which includes 1) the work of the site supervisory
functions performed by the agencies which train the subsidized program participants, and 2) the
$7,100 indirect costs waived by the City for administrative services in selecting the agencies and acting
as intermediary with NCOA.
No City funds will be expended before the grant is approved Upon approval and acceptance of the
grant, City funds will be expended before the receipt of grant funds
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current operating budget, as
appropriated, of the Grants Fund Upon execution of the grant contract, the interfund loan will be
returned to the General Fund
