The City, through the Housing Finance Corporation and its other non-profit partners, administers an infill housing program in the central city, utilizing City-owned vacant properties and properties acquired from private owners. The objectives of this program are to make housing more affordable to low-income families, revitalize neighborhoods, and return these properties to the tax roll There is also aCity-wide homeownership program offering closing costs, down payment assistance, and soft second mortgages to make housing affordable to low-income families. Homeownership counseling is a critical component of these programs and is required of all homebuyers. Educational and outreach programs, which are eligible activities under this grant, are particularly needed among low-income, minority and other under-served groups.
