AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANT FUND IN THE AMOUNT OF $109,000 00 FROM AVAILABLE FUNDS FOR THE PURPOSE
OF FUNDING PRESBYTERIAN NIGHT SHELTER HOMELESS VETERANS PROGRAM,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grant Fund in the amount of
$109,000 00 from available funds for the purpose of funding the Presbyterian Night Shelter Homeless Veterans Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way unpair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropnahons amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

SUBJECT REQUEST FOR FUNDING FOR THE PRESBYTERIAN NIGHT SHELTER VETERANS
PROGRAM
RECOMMENDATION
It is recommended that the City Council
1 Allocate $109,000 in Community Development Block Grant Program Income to the Presbyterian Night
Shelter as a loan to implement its Homeless Veterans Housing Program, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $109,000 from available funds, and
3 Amend the City's 1999-2000 Consolidated Action Plan to include the $109,000 allocation to the
Presbyterian Night Shelter Homeless Veterans Housing Program, and
4 Authorize the City Manager to execute a low interest loan agreement with the Presbyterian Night
Shelter in the amount of $109,000 to implement its Homeless Veterans Housing Program
DISCUSSION
The Presbyterian Night Shelter (PNS) is a private non-profit agency that provides basic shelter, food and
clothing for homeless persons living in Tarrant County The shelter serves approximately 360 men, women
and children nightly, and has operated 24 hours per day, seven days a week since December 1984 In 15 years
of operation it has provided over 1 4 million nights of stay and over 3 million meals for homeless persons
In June 1998, the PNS applied to the U S Department of Veteran Affairs' VA Homeless Provider Grant
and Per Diem Program for funding to rehabilitate a portion of the shelter to provide separate quarters for
homeless veterans Working collaboratively with the Fort Worth Homeless Veterans Program, the PNS
was awarded $200,000 to provide 24 private quarters for homeless veterans, of which three will be for
female veterans
The estimated cost for rehabilitation of the PNS shelter to provide the 24 additional spaces is $309,000
The VA will only pay for 65% of this cost, or $200,000, leaving a gap of $109,000 PNS needs to match
the VA grant or return the funds The PNS Board of Directors recently committed $200,000 to the
construction of the Safe Haven for persons with severe mental illness and is unable to provide the
needed gap financing The low interest loan will finance the gap
Associated with the VA rehabilitation grant is the Veterans Per Diem program Once rehabilitation of the
facility is completed, the VA will contract with the PNS and pay up to $16 per day, per veteran living in the
facility The revenue from the per diem program is expected to cover the estimated operating expenses
and debt service on the proposed City loan Staff has reviewed the agency's operating proforma and
recommends a loan of $109,000 at 3% interest for six years PNS will pay interest only during year one
and principal and interest in years two through six.

current operating budget, as appropriated, of the Grants Fund
