AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GENERAL FUND IN THE AMOUNT OF $500.00 FROM AVAILABLE FUNDS FOR THE PURPOSE
OF FUNDING THE "CARE FOR COWTOWN AIR" PROGRAM, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of
$500 00 from available funds for the purpose of funding the "Care for Cowtown Air" Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

SUBJECT ACCEPTANCE OF SPONSORSHIPS FOR "CARE FOR COWTOWN AIR" PROGRAM
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept a $500 cash sponsorship from Bell Helicopter for the "Care for
Cowtown Air" program, and
2 Authorize the City Manager to accept donated services sponsorships, and
3 Adopt the attached supplemental appropriation ordinance increasing estimated receipts and
appropriations in the General Fund by $500 from available funds to fund the kick-off event for "Care
for Cowtown Air"
DISCUSSIQN
The "Care for Cowtown Air" program is designed to expand the City's air quality awareness campaign
to include downtown businesses and the hospital district (Fort Worth South, Inc.), thereby increasing air
quality awareness within the City of Fort Worth In Fort Worth/Dallas, approximately 60% of ozone
forming pollution comes from vehicle emissions. The focus of this program will be on the reduction of
vehicle emissions through proper vehicle maintenance Businesses will be encouraged to start an
internal ozone incentive program with their employees. The program will tie into the Fort Worth 150
theme and celebrations by listing the event on the Fort Worth 150 web site and disp{aying Fort Worth
150 items at the kick-off event.
A cash sponsorship has been obtained from Belt Helicopter in the amount of $500 The Business
Press has agreed to provide the City of Fort Worth five free ad spaces which have a total value of
$3,525
The estimated cost of the program is $13,960 The cash sponsorship received will be used to fund the
printing of posters, a brochure about the program and the kick-off event. Any additional funding
required will come from the funds received under the Texas Natural Resource Conservation
Commission Air Quality contract.
The kick-off event for the 1999 ozone season will be held Friday, April 30, from 11 30 a.m -2:30 p m on
Main Street between Third and Fourth Streets The event is designed to attract citizens during their
lunch break and make them aware of ozone season and ways they can "Care for Cowtown Air " The
focus of the event will be on how proper vehicle maintenance can help reduce ozone forming pollution
and save money
Kick-off activities planned include interactive displays such as a technician giving vehicle maintenance
tips, environmental educational activities, display booths and live country and western bands.

Other aspects of the program include production of an air quality brochure with such topics as. What is
ozone? What is smog? and Vehicle Maintenance Tips. Posters about the program and kick-off event
will be displayed in Sundance Square establishments, Fort Worth South, Inc., and other downtown
businesses.
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon adoption of the attached appropriation ordinance, funds will be
available in the current operating budget, as appropriated, of the General Fund The Department of
Environmental Management will be responsible for the collection and deposit of funds due the City
under this agreement.
