AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANT FUND IN THE AMOUNT OF $12,439,550 00 SUBJECT TO THE RECEIPT OF THE GRANT
FROM THE U S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE PURPOSE
OF FUNDING COMMUNITY DEVELOPMENT BLOCK GRANT, HOME, EMERGENCY SHELTER,
AND HOUSING OPPORTUNITIES FOR PERSON WITH AIDS PROGRAMS, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in Grant Fund in the amount of
$12,439,550 00 subject to the receipt of the grant from the U S. Department of Housing and Urban Development for the
purpose of funding of Community Development Block Grant, Home, Emergency Shelter, and Housing Opportunities for
Persons with AIDS programs.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall m no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 13540 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, inwhich instance said conflicting provisions of said prior ordinances and appropnations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

SUBJECT CONSOLIDATED ACTION PLAN (CAP) GRANT APPLICATION (CDBG, ESG, HOME
AND HOPWA GRANTS) FOR SUBMISSION TO THE U S DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT (HUD)
RECOMMENDATION
It is recommended that the City Council
1 Approve the City's Consolidated Action Plan Grant Application for submission to the U S
Department of Housing and Urban Development (HUD), and
2 Authorize the use of $.291,550 in-kind match from the Spanish Gates Apartments 1999 HOME
Program account; and
3 Authorize the use of up to $800,000 in estimated program income from the interest earned and
Revolving Loan Fund, and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in an amount of $12,439,550 ($8,477,000 for Community Development Block Grant
funds, $3,035,550 for HOME funds, $272,000 for Emergency Shelter Grant Program funds and
$655,000 for Housing Opportunities for Persons with AIDS funds), subject to receipt of the grant;
and
5 Apply indirect cost rates, as applicable, for the grant fund in accordance with the City's
Administrative Regulation 3-15
DISCUSSION
In 1994, HUD put forth a new policy regarding, housing and community development activities carried
out by local jurisdictions, which requires jurisdictions to submit a Consolidated Action Plan (CAP) The
CAP is a document which combines application and planning processes for the four major HUD funding
sources Community Development Block Grant (CDBG), HOME Investment Partnerships Program,
Emergency Shelter Grant Program (ESG), and Housing Opportunities for Persons with AIDS
(HOPWA) On April 17, 1995, the City of Fort Worth submitted its Consolidated Plan to HUD which
included a Citizen Participation Plan, Needs Analysis, Five-Year Strategic Plan, and an Action Plan
detailing the first year's funding use of activities
Working cooperatively with non-profit organizations, school districts, and the private sector, City staff
was able to produce a Consolidated Plan which was both broad in scope and comprehensive with
respectAto the inclusion of activities and funding sources outside of the four grants listed above

Each year; the City is required to submit a revised CAP Grant Application detailing the activities to be
funded by the four major funding sources The funding figures below reflect the City's allocations and
are based on HUD's FY 1999 formula allocations for the Community Planning and Development (CPD)
Programs The CAP details the projected use of funds for the upcoming program year, June 1, 1999, to
May 31, 2000 The CAP Grant Application will make the City eligible to receive grant funding from the
four HUD programs listed above

Total combined funding under the above-described programs for the program year ending May 31,
2000, is $12,439,550 This includes $7,677,000 in Community Development Block Grant funds and
$800,000 projected to be generated from Revolving Loan Funds (Program Income), $2,744,000 in
HOME funds, $291,550 in matching funds for the HOME program, $272,000 in Emergency Shelter
Grant funds, and $655,000 in Housing Opportunities for Persons With AIDS funds One hundred
percent (100%) of these funds will benefit low and moderate income citizens in the City of Fort Worth
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, adoption of the
attached appropriation ordinance, and receipt of the grants, funds will be available in the current
operating budget, as appropriated, of the Grants Fund
