Ordinance No.
AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
CAPITAL PROJECTS RESERVE FUND IN THE AMOUNT OF $330,000.00 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING UTILITY IMPROVEMENTS AT THE FORT WORTH
ZOO; PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE
OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT
HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Capital Projects Reserve Fund in
the amount of $330,000.00 from available funds for the purpose of funding utility improvements at the Fort Worth Zoo.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

RESERVE FUND FOR UTILITY IMPROVEMENTS AT THE FORT WORTH ZOO
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Capital Projects Reserve Fund by $330,000 from available funds, and
2. Authorize the transfer of $330,000 from the Capital Projects Reserve Fund to the Specially Funded
Capital Projects Fund for utility improvements at the Fort Worth Zoo, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Specially Funded Capital Projects Fund by $330,000 from available funds.
DISCUSSION
Section 8 04 of the City's contract with the Zoological Association states that the City will relocate or
alter basic utilities to accommodate any construction or modifications at the Zoo The Zoological
Association has two construction projects scheduled for the 1998-99 fiscal year that will require basic
utility modifications. A summary of each project, the utility modification cost to be paid by the City, and
the construction cost by the Zoological Association appears below

The $330,000 requested and the current $270,439 balance of project funds for utility improvements
represent the portion that will be expended during this fiscal year ($600,439) The remainder of the
costs for these utility projects will be requested in FY 1999-00
It is recommended that the City's utility modifications cost be paid out of the Capital Projects Reserve
Fund These improvements meet City financial policy requirements having a useful life of ten years or
longer Upon completion of the construction projects, the improvements will become the property of the
City and the Zoological Association will establish a maintenance endowment for 5 percent of the
construction costs for each project. Further, the Zoological Association is responsible for maintaining
these improvements on a day-to-day basis

FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated,
of the Specially Funded Capital Projects Fund The cash balance in the Capital Projects Reserve Fund
after this transfer will be $2,530,774
