AN ORDINANCE APPROPRIATING $71,200.00 TO THE GENERAL FUND AND
DECREASING THE UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE
SAME AMOUNT FOR THE PURPOSE OF PROVIDING FUNDING FOR THE SOCCER FIELD
MANAGEMENT AND DEVELOPMENT PLAN FOR FY 1998-99; PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the
Budget of the City Manager, there shall also be increased appropriation in the General Fund in the amount of
$71,200.00; thereby decreasing the unreserved, undesignated fund balance by the same amount for the purpose of
providing funding for the Soccer Field Management and Development Plan for FY 1998-99
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opmion or judgment shall in no way impair the remaining
portions, sections, or parts of sections of this ordinance, which said remammg provisions shall be and remain in full
force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 13540 and all other ordinances and appropriations amending
the same except m those instances where the provisions of this ordinance are in direct conflict with such other
ordinances and appropnahons, m which instance said conflicting provisions of said prior ordinances and appropriations
are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

SUBJECT ADOPT APPRORIATION ORDINANCES AND IMPLEMENT THE SOCCER FIELD
MANAGEMENT AND DEVELOPMENT PROGRAM - FY 1998-99
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached supplemental appropriation ordinance increasing appropriations in the General
Fund. by $71,200 and decreasing the unreserved, undesignated General Fund balance by the same
amount; and
2. Authorize the transfer of $30,000 from the General Fund to the Parks Improvements Capital
Projects Fund for the purchase and installation of up to 15 sets of soccer goals ($30,000), and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Parks Improvements Capital Projects Fund by $30,000 from available funds, and
4 Authorize the use of $41,200 in the General Fund for increased maintenance to existing soccer
fields, and
5 Authorize the City Manager to enter into an Interlocal Agreement with the Fort Worth Independent
School District (FWISD) for the construction and joint use of three soccer fields
DISCUSSION
On December 1, 1998, the Parks and Community Services Department (PACSD) presented a Soccer
Field Management and Development Program plan to the City Council Staff proposed a plan that
would address the documented shortage of 27 fields in the City and establish a classification of fields
and their usage limits, and recommended an increase in the overall maintenance of existing and
proposed fields The five-year plan would bring the City up to national standards established in the
1998 Comprehensive Parks, Recreation and Open Space Plan While the plan received tentative
endorsement by the City Council, staff•was instructed to research ways in which the plan might be
accelerated to increase the number of fields in the next two years
On January 19, 1999, at the joint meeting between the City Council and the Parks and Community
Services Advisory Board, staff presented an accelerated plan which would reduce the 27 field
deficiency to 7 by December 2001 While the funded and unfunded amounts reported in the December
proposal did not change, the need to appropriate funds for the unfunded items would be greatly
accelerated
Following the joint meeting, staff was directed to review the management and development program
with emphasis on a balanced annual appropriation schedule

On March 2, 1999, Informal Report No 8176 was issued revising the Soccer Fields Management and
Development Program to address the existing deficiency while forecasting appropriations of less than
$500,000 per year for the next five years for both unfunded capital needs and increased maintenance
on existing and proposed soccer facilities This revised schedule includes a partnership with the
FWISD to construct three fields to the south of Rolling Hills Park on school district property The City
would fund the materials required to construct this complex and the FWISD would provide all the
necessary labor The City would be allowed to use these three fields approximately nine months per
year
As part of year one of the Soccer Fields Management and Development Program, 10-15 practice fields
would be established around the city to reduce the pressure on existing fields, which are scheduled
game-only fields The purchase and installation of 10-15 sets of soccer goals would cost $30,000
The third element of the plan would be to add additional personnel, supplies and contractual services to
increase the maintenance level of the. existing 22 competition fields The annualized cost for the
increased maintenance would be $165,000
The purpose of this M&C is to
1 Allocate funds in the amount of $30,000 for the purchase and installation of up to 15 sets of
soccer goals,
2 Allocate $41,200 (three months' funding) for increased maintenance for the 22 existing
competition fields, and
3 Enter into an interlocal agreement between the City of Fort Worth and FWISD for the construction
and joint use of three soccer fields
The reimbursement to FWISD in the amount of $350,000 and $165,000 for increased maintenance will
be included in the Parks and Community Services' budget as a part of the City Manager's proposed
budget for FY1999-2000

FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the current operating budget, as
appropriated, of the General Fund and the current capital budget, as appropriated, of the Parks
Improvements Capital Project Fund Upon completion of this recommendation, the unreserved,
undesignated fund balance of the General Fund will be $30,431,657
