HomeMy WebLinkAboutOrdinance 13882"I'""" Ordinance No. AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $100,000.00 SUBJECT TO THE RECEIPT OF THE GRANT FROM THE TEXAS DEPARTMENT OF HEALTH AND THE TEXAS DIABETES PROGRAM/COUNCIL FOR THE PURPOSE OF FUNDING A DIABETES AWARENESS AND EDUCATION PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $100,000.00 subject to the receipt of the grant from the Texas Department of Health and the Texas Diabetes Program/Council for the purpose of funding a Diabetes Awareness and Education Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained. Adopt the attached appropriation ordinance increasing appropriations and estimated receipts by $100,000 in the Grants Fund, and 3 Apply indirect costs in accordance with Administrative Regulation AR3-15 at a rate of 27 31 %, which represents the most current indirect cost rate for this department. DISCUSSION Diabetes is an epidemic and a public health crisis in Texas It is estimated that the population in Texas with diabetes is 6 5°lo Diabetes impacts minorities disproportionately, with 11 4% of African-Americans and 9 3% of Hispanics suffering from the disease (Texas Diabetes Fact Sheet, 1997). In 1998, the City's Public Health Department Community Needs Assessment Division showed that the prevalence of diabetes in Fort Worth is 8 8% The results of the Community Needs Assessment also indicated that diabetes is not equally distributed in the local community Minority populations and senior citizens suffer disproportionately higher rates of diabetes. In order to address the prevalence of diabetes, the TDH and the TDP/C offer the Diabetes Awareness and Education in the Community (DAEC) grant. The primary objective of the DAEC grant is to increase diabetes awareness in the community through education and prevention-oriented programs. The Public Health Department was one of 10 programs selected by the state for the initial year of the DAEC grant in fiscal year 98-99, and is applying for the second year of this highly competitive program The DAEC 1999-2000 grant will expand upon current activities of the City's Public Health Department. The City's Public Health Department will conduct adiabetes-specific telephone survey as part of its DAEC program The results -will be analyzed and corripared with existing baseline data from the Community Needs Assessment.
