HomeMy WebLinkAboutOrdinance 13685. i~ Y~;.n ,., Ordinance No. AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $112,500 00 SUBJECT TO THE RECEIl'T OF THE GRANT FROM THE INSTITUTE OF MUSEUM AND LIBRARY SERVICES FOR THE PURPOSE OF FUNDING THE GENERAL OPERATION SUPPORT FOR THE FORT WORTH NATURE CENTER AND REFUGE, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $112,500 00 subject to the receipt of the grant from the Institute of Museum and Library Services for the purpose of funding the general operation and support for the Fort Worth Nature Center and Refuge. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 13540 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropnations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be m full force and effect after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY _ l Assistant ity Attorney ~/S'p Date /- iy-~9 Adopted ~- i~- ~-~ Effective City of Fort Wo~'th, Texas ~1-~Ayar And Caunc~l Camntun~cAt~an DATE REFERENCE NUMBER LOG NAME PAGE 1/19/99 **G-12443 80MLS 1 of 2 SUBJECT APPLICATION FOR AN INSTITUTE OF MUSEUM AND LIBRARY SERVICES GRANT FOR GENERAL OPERATING SUPPORT FOR THE NATURE CENTER RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to apply for, and accept if awarded, a grant in the amount of up to $112,500 from the Institute of Museum and Library Services (IMLS) for the purpose of providing general operating support for the Fort Worth Nature Center and Refuge, and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by up to $112,500, subject to the receipt of the grant; and 3 Waive the 25 52% indirect cost rate, which represents the currently approved rate. The Fort Worth Nature Center and Refuge (FWNC&R) has undergone three peer reviews by the American Association of Museums (AAM) in the last five years. These consisted of the Museum Assessment Program (MAP), Parts I, II, and III Each of the MAP reviews was funded by an Institute of Museum and Library Services grant. A nature center is considered a type of museum by the AAM, which is also the only professional organization that recognizes and issues accreditation to nature centers Many recommendations made in the MAP I, II, and III have been completed and others are being implemented A revised advisory committee, a strategic plan, a land management plan, and a renewed emphasis on city park natural areas are some of the noteworthy actions resulting from the reviews. The IMLS offers many other grants, including a General Operating Support (GOS) Grant. The IMLS- GOS grant, which covers atwo-year period, is essentially a reward for operating in a manner that is consistent with the highest standards in the museum field Areas of operation considered in the grant are audience, collections, exhibits, management and care of collections, education, physical facilities/safety and security, staff, governance and management/financial support, and long range planning The FWNC&R is considered a qualified contender for an IMLS-GOS grant. The amount of the grant is 15% of the non-federal income, which includes the cash value of volunteer hours, support from the Friends of the FWNC&R, any improvements made to the grounds or facilities, and'any grants that are non-federally funded This award could be as much as $112,500 for the two- year period, depending on the final amount of the FWNC&R's adjusted budget. If awarded, the grant will be paid in eight equal installments over the entire grant period The Fort Worth Nature Center and Refuge is located in COUNCIL DISTRICT 7 ~.
