AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANT FUND IN THE AMOUNT OF $266,666.00 FROM AVAILABLE FUNDS SUBJECT TO THE
GRANT AWARD, FOR THE PURPOSE OF FUNDING BOAT RAMP IMPROVEMENTS AT CASINO
BEACH PARK THROUGH A GRANT FROM THE TEXAS PARKS AND WILDLIFE DEPARTMENT,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATNE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTNE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1A98-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$266,666.00 from available funds, subject to grant award, for the purpose of funding Boat Ramp Improvements at Casino
Beach Park through a grant from the Texas Parks and Wildlife Department.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

DEPARTMENT FOR BOAT RAMP IMPROVEMENTS AT CASINO BEACH PARK
RECOMMENDATION
It is recommended that the City Council
1 Conduct a public hearing concerning boat ramp improvements at Casino Beach Park, and
2. Adopt the attached resolution authorizing the City Manager to submit an application for and accept,
if awarded, a grant from the Texas Parks and Wildlife Department for boat ramp improvements at
Casino Beach Park in the amount of $200,000; and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Lake Worth Trust Fund by $66,666 from available funds, and
4 Authorize the transfer of $66,666 from the Lake Worth Trust Fund to the Grants Fund for the City's
match, and
5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
Grants Fund by $266,666 00 from available funds.

The Parks and Community Services Department (PACSD) is preparing a revised grant application to
the Texas Parks and Wildlife Department to obtain matching funds for improvements to boat ramp
facilities at Casino Beach Park on Lake Worth The need to reconstruct the existing boat ramp facility is
demonstrated through citizen inquires for improvements and reports of damage to boat trailers due to
existing conditions The City Council previously authorized this grant application last year (M&C
G-12270, dated July 14, 1998), the Texas Parks and Wildlife Department has requested reauthorization
for the grant application cycle in January, 1999
The Texas Parks and Wildlife Department administers agrants-in-aid program which receives funding
from the Federal Aid in Sport Fish Restoration Act and the State Game, Fish and Water Safety Fund
The State Boat Ramp Program is intended to provide public access to public waters for boating, fishing
and recreational purposes. Grants for these types of facilities are available from the Texas Parks and
Wildlife Department on a 75% State share-25% local share basis. The maximum amount (State share)
per application is $200,000 The City's local share of $66,666 will be appropriated from the Lake Worth
Special Trust Fund
While the capital needs for this project will be addressed by the proposed grant and proposed local
funding source, an impact to the General Fund budget is anticipated once the project is completed.
Due to increased usage, it is estimated that an additional $1,200 for Casino Beach Park would be
required for annual operation and maintenance costs.
