AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SPECIAL TRUST FUND IN THE AMOUNT OF $85,145 00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE HEROIN REDUCTION/PREVENTION TEAM, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Special Trust Fund in the amount of
$85,145 00 from available funds for the purpose of funding the Heroin Reduction/Prevenhon Team.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdicfion, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and rt is so ordained.

SUBJECT FISCAL YEAR 1999-2000 CRIMINAL JUSTICE GRANT PROPOSAL
It is recommended that the City Council
1 Authorize the City Manager to apply for and accept, if awarded, a grant from the Governor's Office
Criminal Justice Division in the amount of $321,085, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund, Awarded Assets, by $85,145 from available funds; and
3 Authorize the transfer of $85,145 from the Special Trust Fund, Awarded Assets, to Grants Fund for
the City's match, and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $406,230 from available funds.
DISCUSSION
Each year, the Governor's Office of Criminal Justice funds projects for various law enforcement
agencies throughout the State, based on grant applications submitted by the agencies. Criminal
Justice grant applications from agencies in the Metroplex area will be reviewed by the North Central
Texas Council of Entitled Governments. The Police Department has developed a new project.
Heroin Reduction/Prevention Team
This is atwo-tiered project, with the primary thrusts being the formation of a dedicated investigation
team and the creation of an anti-heroin marketing campaign in partnership with other area groups. The
investigative team will consist of a sergeant and four police officers. Their major tasks will include
development of street level sources of informants with knowledge of heroin trafficking, identification of
major and street level heroin traffickers, interdiction of incoming heroin shipments, and coordination
with the Tarrant County Narcotics Intelligence and Coordination Unit (TCNICU) and the High Intensity
Drug Trafficking Area (HIDTA) task forces. In partnership with the City's Public Health Department,
Crime Prevention Resource Center, the adult and juvenile Drug Treatment Courts, D.A.R.E., and other
interested community groups, an awareness campaign centered around the theme "Every dose of
heroin.is an overdose'; will be mounted Public service announcements will be produced and given
to area' radio and television stations and advertisements will be placed on bus benches, the side of
busses and on billboards.

*Finance includes indirect costs per approved indirect cost rates computed by David M Griffith, Inc. for
the City of Fort Worth (19 06% for the Police Department, ea. $48,679), and as specified by the
Accounting Division of the Department. The indirect costs are included in the total amount of the grant
program Additionally, the Criminal Justice Division has mandated that in the event of any misuse or
loss of issued Criminal Justice Division funds, the City will replace these funds in full
A grant application has been submitted to the North Central Texas Council of Govemments in order to
meet state budget estimate deadlines. The North Central Texas Council of Governments will prioritize
all grant applications and, shortly afterwards, it will be known if this project can reasonably be expected
to receive state funds. The required matching funds for these grants will be budgeted for in the Special
Trust Fund as part of the normal budget process.
FISCAL INFORMATION/CERTIFIGATinN
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinances, funds will be available in the current operating budget, as
appropriated, of the Grants Fund
