HomeMy WebLinkAboutOrdinance 13798. .~- Ordinance No. AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $380,902.56 SUBJECT TO THE RECEIPT OF THE FUNDS FROM THE TEXAS DEPARTMENT OF HUMAN SERVICES FOR THE PURPOSE OF FUNDING THE 1999 FOOD SERVICE PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in Grants Fund in the amount of $380,902.56 subject to the receipt of the funds from the Texas Department of Human Services for the purpose of funding the 1999 Food Service Program. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained. Humah Services (TDHS.), requesting $380,902.56 for the 1999 Summer Food Service Program, and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $380,902.56 from available funds; and 3 Execute a contract with the TDHS for the Summer Food Service Program, and 'ft" ~r 4 Apply indirect cost rates in accordance with th`e City's Administrative Regulation 5-15 (25.52%) which represents the most recent approval rate for this department. ~.: DISCUSSION ,Y The City has sponsored a.aummer food program for children since 1969 The program provides nutritious lunches and snacks prepared by a private vendor to youth eighteen years of age and younger, including families in low-income housing Last=year, 96,132 lunches and 84.,971 snacks were served to approximately 2,1 ~0 children at forty-four sites for a total operating cost of $240,740 64 The total administrative cost was;$21,339.88 ;;Y.: ;. .~' ~ , The TDHS has notified theCity that funds are available for the operation of the 1999 program It is projected that 135,642 lunches and 124,449 snacks will be served to approximately 3,478 children at approximately forty-two full-time sites during the thirty-nine day program,. from June 7, 1999 through July 30, 1999 The program will be administered by the Community Services Division of the Parks and Community Services Department. ~` Because the program requires daily monitoring of the searing sites, eight temporary employees, whose salaries will be '.paid from the grant fund, will be hired for this purpose. In addition, four existing staff persons will be paid a minimum of two hours and a maximum of eight hours per day from~the program's operating funds.'
