AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE SPECIAL ASSESSMENTS FUND IN THE
AMOUNT OF $122,529 00 AND IN THE STREET IMPROVEMENTS FUND IN
THE AMOUNT OF $122,529.00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING A CONTRACT WITH RICHARD CARR
CONSTRUCTION COMPANY FOR THE CONSTRUCTION OF THE EAST
HALF OF MCCART AVENUE (STEAMBOAT DRIVE TO HULEN PARK
CIRCLE), PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING
ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS.
SECTION 1.
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998/99 and in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
Special Assessments Fund in the amount of $122,529 00 and in the Street Improvements Fund in the amount of
$122,529.00 from available funds for the purpose of funding a contract with Richard Carr Construction Company
for the construction of the east half of McCart Avenue (Steamboat Drive to Hulen Park Circle)
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any
reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the
remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and
remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations
amending the same except in those instances where the provisions of this ordinance are in direct conflict with
such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances
and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect and be in full force and effect from and after the date of its passage, and it is so
ordained.

It is recommended that the City Council ,
1 Adopt the attached appropriation ordinance increasing estimated receipts :and appropriations by
$122,529 00 in the Special Assessments Fund and $122,529.00 vin.:the Street. ;Improvements Fund
from available funds; and ;, -E
2. Approve a $57,540 00 fund transfer for the property owner's share of construction costs from the
Special Assessments Fund:tothe Street Improvements Fund, and ~' ,
3. Approve a $64,989 00 fund transfer for future improvements funds previously received through a
.Community .Facilities Agreement from the Special Assessments Fund to the .Street Improvements
Fund, and
4 Authorize the City Manager to execute a contract with Richard Carr Construction Company in the
amount of $268,260 49 for construction of the east half of McCart Avenue from Steamboat Drive to
Hulen Park Circle. ,

This project will construct the east half (northbound lanes) of IV1cCarf Avenue.from_ Steamboat Drive, to
Hulen Park Circle (approximately 990 feet). Currently McCart Avenue is a 6-lane divided boulevard at
the north and south ends of 'the project. McCart Avenue narrows to a 3-lane road from Steamboat
Drive to Hulen Park Circle. This project will add the east half (northbound lanes) and median to provide
a continuous 6-lane divided boulevard The project will allow traffic to flow more efficiently on McCart
Avenue and improve access to surrounding communities. The construction of a storm drainage system
and sidewalk will also be included in this project.
Funding for this project will consist of $64,989 00 through a Community Facilities Agreement with Pulte
Homes for Meadowbrook Addition Phase 8, Section 1, $57,540.00 (or 21 45% of the construction
contract .awarded) through ~n agreement with the owner of the adjacent undeveloped property; and
