AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
SEWER CAPITAL PROJECTS FUND IN THE AMOUNT OF $1,372,864.00 FROM AVAILABLE
FUNDS FOR THE PURPOSE OF FUNDING A CONTRACT WITH ARCHITECTURAL UTILITIES,
INC., FOR VILLAGE CREEK WASTEWATER TREATMENT PLANT IMPROVEMENTS TO
BLOWER BUILDING, OFFICE, TRAINING AREA AND CONTROL ROOM FACILITIES,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Sewer Capital Projects Fund in the
amount of $1,372;864.00 from available funds for the purpose of funding a contract with Architectural Utilities, Inc., for
Village Creek Wastewater Treatment Plant improvements to Blower Building, office, training area and control room facilities.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in duect conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

ROOM FACILITIES
It is recommended that the City Council
1 Authorize the City Manager to transfer $1,372,814 00 from the Water and Sewer Operating Fund to
the Sewer Capital Project Fund, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Sewer Capital Project Fund in the amount of $1,372,814 00, from available funds, and
3 Authorize the City Manager to execute a contract with Architectural Utilities, Inc., for the Village
Creek Wastewater Treatment Plant, Improvements to Blower Building, Office, Training Area, and
Control Room Facilities in the amount of $1,328,994 00
On May 5, 1996 (M&C C-15484), the City Council authorized the execution of an engineering
agreement with Multatech Engineering Inc., for the design of the Village Creek Wastewater Treatment
Plant (VCWWTP) Building Improvements. The VCWWTP Administration Complex was constructed as a
series of buildings starting in 1955 that were enlarged through various expansions until connected into
one building in 1977 The roofing system has deteriorated due to weather and age causing numerous
leaks and should be replaced The air conditioning and heating (HVAC) system is roof mounted and is
badly deteriorated from exposure to weather and age. In addition, the Wastewater Laboratory has
relocated to the new Centralized Laboratory Building so that this will be converted to other functions.
The VCWWTP, Improvements to Blower Building, Office, Training Area and Control Room Facilities
project consists of the roof replacement of the 57,300 square foot Administration Complex, the
replacement of the roof mounted HVAC system with an expansion of the new interior chiller/heating
mechanical system, and the remodeling of the old laboratory into a small operations testing laboratory,
office space and training area.

Architectural Utilities, Inc., has committed to 13% M/V1IBE participation The City's goal on this project
is 18%
In addition, $39,820 00 is required for contingencies and $4,000 00 for project administration
FJSCAL INFORMATION/CERTIFICATION
The Director of Fiscal Services certifies that upon approval and completion of recommendation 1, and
adoption of the attached appropriation ordinance, funds will be available in the current operating
budget, as appropriated, of the Commercial Paper-Sewer Fund
