HomeMy WebLinkAboutOrdinance 13503Ordinance No ~ 3~D~_ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANT FUND IN THE AMOUNT OF $755,600,00 SUBJECT TO THE RECEIPT OF THE GRANT FROM THE NATIONAL COUNCIL ON THE AGING, INC., FOR THE PURPOSE OF PROVIDING FUNDING FOR THE SENIOR COMMUNITY SERVICE EMPLOYMENT PROJECT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations the Grant Fund u- the amount of $755,600 00 subject to the receipt of the grant from the National Council on the Aging, Inc., for the purpose of providing funding for the Senior Community Service Employment Project. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining pomons, sections, or parts of sections of this ordinance, which said remaining provisions shall be .and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 1.3111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. (NCOA), accept the grant if awarded; and enter into a grant agreement with ~NCOA governing the City's responsibilities in administering the grant money, in order to implement the Senior Community Service .Employment Project (NCOA/SCSEP) for the program year beginning July 1,.1998 and ending June 30, 1999; and 2. Authorize anon-interest bearing interfund loan from the General Fund to the Grants Fund in the amount of $190,000 for interim financing of 25% of this project pending contract execution, and 3: Adopt the attached .appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund `by $755,600 subject to receipt of the grant; and ~ ; 4 Waive the $5,185 indirect cost based on an indirect cost rate of 4.52°1o for this department, in .accordance with the City's .Administrative Regulation 3-15 due to NC~A's ceiling of $25,700 for Administration of this project; and 5 Apply the waived indirect cost as the City's in-kind contribution toward the $84,000 in-kind match required by the NCOA grant. The City of Fort Worth has administered the Senior Community Service Employment Project (SCSEP) since 1976. The primary objective of SCSEP is to provide Tarrant County residents age fifty-five (55) or better with subsidized, part-time, work-experience training in public and/or qualified private, non-profit sectors. Work-experience training also is available with private, for-profit entities for eight (8) individuals through the 502 Experimental Project (502e), which is integrated as a part of the grant agreement. The grant requires strong efforts by the participants to secure unsubsidized employment after they have completed training The 1998-99 program year is designed to serve 116 individuals and place 41 in unsubsidized employment, as well as place seven (7) out of the eight (8) 502e program participants. The National Council on the Aging, Inc.'s share of the total budget of $839,600 is $755,600 The remaining $84,000 is an in-kind match of services which .includes. 1) the work of site supervisory functions performed by the agencies which train the subsidized program participants, and 2) the $5,185 waived indirect costs by the City for administrative services in selecting the agencies and acting as intermediary with NCOA. - ` No City funds will be expended before the grant is approved Upon approval and acceptance of the grant, City funds will be expended before the receipt of grant.funds.
