AN ORDINANCE APPROPRIATING $186,000 00 TO THE MUNICIPAL GOLF OPERATING FUND, AND
DECREASING THE UNRESERVED, UNDESIGNATED RETAINED EA1tNINGS BY THE SAME AMOUNT
AND TRANSFER OF SAID FUNDS TO THE GOLF CAPITAL PROJECTS FUND FOR THE PURPOSE OF
PROVIDING FUNDING FOR AN ENGINEERING AGREEMENT WITH FOREFRONT GOLF, INC., TO
CONDUCT A SITE ANALYSIS, PREPARE MASTER PLANS, AND CONSTRUCT DOCUMENTS FOR THE
RENOVATION OF PECAN VALLEY AND MEADOWBROOK GOLF COURSES, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City
Manager, there shall also be increased appropriations in the Municipal Golf Operating Fund, in the amount of $186,000.00; thereby
decreasing the unreserved, undesignated Fund balance by the same amount and transfer of said funds to the Golf Capital Projects Fund for
the purpose of providing funding for an engineering agreement with Forefront Golf, Inc., to conduct a site analysis, prepare master plans
and construct documents for the renovation of Pecan Valley and Meadowbrook Golf Courses.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of
this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in
those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations; in which
instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT AWARD OF ENGINEERING AGREEMENT TO FOREFRONT GOLF, INC FOR
RENOVATION MASTER PLANNING FOR PECAN VALLEY AND MEADOWBROOK
GOLF COURSES AND ADOPTION OF RELATED APPROPRIATION ORDINANCES
It is recommended that the City Council
Adopt the attached supplemental appropriation ordinance increasing appropriations in the current
fiscal year's budget of the Municipal Golf Operating Fund by $186,000 and decreasing the
unreserved, undesignated Retained Earnings by a like amount, and
2. Authorize the transfer of $186,000 from the Municipal Golf Operating Fund to the Golf Capital
Project Fund, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations by
$186,000 in the Golf Capital Project Fund from available funds, and
4 Authorize the City Manager to execute an agreement with Forefront. Golf, Inc. for a fee not to
exceed $186,000 to conduct a site analysis, prepare master plans, and prepare construction
documents for the renovation of Pecan Valley and Meadowbrook Golf Courses.
The Parks and Community Services Department/Golf Division has included the renovation of two (2)
golf courses in its capital improvement program The need for these improvements has been confirmed
through golfer surveys and reconfirmed by the consultant study conducted by American ClubServ
During July and August 1997, Requests for Proposals (RFP) were mailed to golf course design and
engineering firms. The RFP solicited prospective firms for golf course architectural and engineering
services for proposed renovations to the greens, tees, and sand traps at Meadowbrook and Pecan
Valley "River" golf courses.
Seven (7) firms responded to the RFP and three (3) firms were selected to interview Forefront Golf,
Inc. was selected by the interview team as the firm that could best meet the needs of the proposed
renovation program After their selection, a negotiated fee of $186,000 was established that covers the
requirements set forth by the City Staff considers this fee to be fair and reasonable for the scope of
services proposed Contract time consists of 120 days to complete design work.
This contractor will develop the plans and specifications as well as provide construction monitoring for
the rebuilding and replanting of greens, tees and traps at these two (2) golf courses. Forefront Golf,
Inc. is in compliance with the City's M/WBE Ordinance by committing to 38% M/WBE participation The
City's goal on this project is 15%

The Director of Fiscal Services certifies that upon adoption of the supplemental appropriation
ordinances and approval of the fund transfer, funds will be available in the current capital budget, as
appropriated, of the Municipal Golf Operating Fund The projected unreserved, undesignated retained
earnings of the Golf Enterprise Fund following this supplemental appropriation will be $2,742,760
