AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $223,816.00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE SAFE AND SOBER STEP PROGRAM ON AN OVERTIME BASIS,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH,
AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$223,816.00 from available funds for the purpose of funding the Safe and Sober STEP Program on an overtime basis.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of secfions of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept the contract with the Texas Department of Transportation to
operate the Safe & Sober STEP (Selective Traffic Enforcement Program) program on an overtime
basis in the amount of $204,128, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Special Trust Fund, State Awarded Assets Project by $19,688 from available funds, and
3 Authorize the transfer of $19,688 from the Special Trust Fund, State Awarded Assets Project to the
Grants Fund for the City's cash match, and
4 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $223,816 from available funds; and
5 Authorize the City Manager to waive the indirect cost in the amount of $35,457
DISCUSSION
The State Department of Highways and Public Transportation has agreed to provide funds for the
program entitled Safe and Sober STEP (Selective Traffic Enforcement Program) Speeding continues
to be a major contributor to traffic crashes resulting in injuries and fatalities, not only on the state's
highways, but on all types of roadways. Law enforcement entities now have the opportunity to focus
their enforcement efforts on those streets and roadways that have a high number of speed-related
crashes and/or experience high rates of noncompliance with the posted .speed limits in addition,
Department of Public Safety crash data indicates drunk drives s are major contributors to traffic crashes
and fatalities in Texas. One of the best defenses against a dn.~nk or speeding driver is a properly worn
safety belt. Working on an overtime basis, officers will attempt to decrease total crashes on targeted
STEP sites, reduce speeds in excess of the posted speed limit, arrest intoxicated drivers, and increase
safety belt and safety seat usage rates. All equipment for this program will be provided from existing
resources, and the State will reimburse the City for overtime pay and mileage expenses
The funding period for this program will begin on October 1, 1998 (or when all signatures are obtained
on the contracts) and end September 30, 1999

The total cost of the Safe & Sober STEP is $223,816 The State Department of Highways and Public
Transportation will provide funds in the amount of $204,128 and the City of Fort Worth will provide
$19,688, since the terms of the State contract do not allow for reimbursement of the 10 90% retirement
fringe benefit for the overtime personnel base salaries and was not included in the contract total The
funds for the City contribution are available in the Special Trust Fund, State Awarded Assets Fund

The State Department of Highways and Public Transportation does not provide for any form of indirect
costs; therefore, it will be necessary to waive these charges in the amount of $35,457 for the Special
Traffic Enforcement Program
