AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WATER
CAPITAL PROJECT FUND IN THE AMOUNT OF $22,210 45 AND IN THE SEWER CAPITAL PROJECT
FUND IN THE AMOUNT OF $7,874 18 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING AN
ENGINEERING AGREEMENT WITH J B. DAVIES, INC., FOR PAVEMENT RECONSTRUCTION AND
WATER AND SANITARY SEWER REPLACEMENTS ON LIPSCOMB STREET, WEST CANTEY STREET,
WEST LOWDEN STREET, AND SOUTH ADAMS STREET, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the
City Manager, there shall also be increased estimated receipts and appropriations in the Water Capital Project Fund in the
amount of $22,210 45 and in the Sewer Capital Project Fund in the amount of $7,874 18 from available funds for the purpose of
funding an engineering agreement with J. B. Davies, Inc., for pavement reconstruction and water and sanitary sewer
replacements on Lipscomb Street, West Cantey Street, West Lowden Street, and South Adams Street.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

STREET (5TH TO COLLEGE), WEST LOWDEN STREET (ADAMS TO HEMPHILL) AND
SOUTH ADAMS STREET (WEST JESSAMINE TO ELIZABETH)
RECOMMENDATION
It is recommended that the City Council
1 Authorize the transfer of $30,084 63 from the Water and Sewer Operating Fund to the Water Captial
Project Fund in the amount of $22,210 45 and the Sewer Captial Project Fund in the amount of
$7,874 18, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Captial Project Fund in the amount of $22,210 45 and the Sewer Captial Project Fund in the
amount of $7,874 18 from available funds, and
3 Authorize the City Manager to execute an engineering agreement with J B Davies, Inc. in the
amount of $76,808 02 for pavement reconstruction and water and sanitary sewer replacements on
Lipscomb Street (Magnolia to Ingram), Lipscomb Street (Hawthorne to Jessamine), West Cantey
Street (5th to College), West Lowden Street (Adams to Hemphill) and South Adams Street (West
Jessamine to Elizabeth)
DISCUSSION
The 1998 Capital Improvement Program (CIP) includes funds for pavement reconstruction of Lipscomb
Street (Magnolia to Ingram), Lipscomb Street (Hawthorne to Jessamine), West Cantey Street (5th to
College), West Lowden Street (Adams to Hemphill) and South Adams Street (West Jessamine to
Elizabeth)
These streets are scheduled for asphalt pavement reconstruction The water and/or sanitary sewer
lines on all five streets are scheduled to be replaced prior to pavement reconstruction
J B Davies, Inc. proposes to perform the design work for a lump sum fee of $76,808 02 Staff
considers this fee to be fair and reasonable for the scope of services proposed
J B Davies, Inc is in compliance with the City's M/WBE Ordinance by committing to 21 % M/WBE
participation The City's goal on this project is 21
The project is located in COUNCIL DISTRICT 9, Mapsco 76M, 76R, 76U, 76V and 76Z.
In addition to the contract amount, $4,000 00 is required for water and sanitary sewer project
management by the DepartmenYof Engineering
