A. VINSON CONSTRUCTION INC., FOR BOAT RAMP IMPROVEMENTS AT ARROW S. PARK, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the vanous City departments for the Fiscal Year 1997-98 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropnahons the Grants Fund in the amount of $40,000 00 from available revenues for the purpose of funding a contract with M. A. Vinson Construction, Inc., for boat ramp improvements at Arrow S. Park. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent junsdiction, such decision, opinion or~udgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said pnor ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. Authorize the transfer of $40,000 00 from the Lake Worth Trust Fund to the Grants Fund for construction of boat ramp improvements at Arrow S Park, and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $40,000 00 from available funds, and 4 Authorize the City Manager to execute a contract with M A. Vinson Construction Co , Inc in the amount of $199,516 40 for the construction of boat ramp improvements at Arrow S Park. DISCUSSION r On January 23, 1996 (M&C G-11380), the City Council authorized a grant application to the Texas Parks and Wlldiife Department (TP&WD) for boat ramp improvements at Arrow S Park, located at Lake Worth and Lake Arlington Park. On August 29, 1996, the TP&WD approved the application establishing a total project budget of $400,000 00 for both sites The City's local share was provided from the Lake Worth Trust Fund ($150,000 00) and the Capital Projects Reserve Fund ($50,000 00) On April 16, 1998, bids were received after advertisement on March 17 and 26, 1998 for both the Arrow S and Lake Arlington Parks boat ramps Bids for both projects exceeded the project budgets and on May 12, 1998 (M&C G-12203), the City Counci! rejected all bids and authorized re-advertisement. Alternate No. 2 -Hot mix asphaltic concrete paving (6") If this item is accepted, Base Bid Item No 3 (5" concrete paving) would be deleted Alternate No. 3 -Use of federal wage rates to construct all improvements should Federal funds be used for the project. It is recommended that the Base Bid (minus bid item 3 -concrete paving) and Alternate No 2 (asphalt paving) be awarded Following this recommendation of asphalt paving for the parking area, the total amount bid for each contractor is as follows. M. A. Vinson Construction Co., Inc. $199.516.40 Architectural Utilities, Inc. 213,207 84 McWilliams Enterprises, lnc. 217,496 61 It is recommended that a contract in the amount of $199,516 40 be awarded to M.A. Vinson Construction Co ,Inc.
