Ordinance No ~ J AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $200,000 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE MENTORING INITIATIVE OF THE TEEN OUTREACH PROGRAM THROUGH A GRANT FROM THE U S. DEPARTMENT OF JUSTICE, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations the Grants Fund in the amount of $200,000 00 from available funds for the purpose of funding the Mentoring Initiative of the Teen Outreach Program through a grant from the U S. Department of Justice. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. Adopt the attached appropriation ordinance increasing appropriations and estimated receipts by $200,000 in the Grant Fund, at the rate of $66,666 67 per year for a three year project period, and 3 Waive indirect costs estimated to be $45,860 based on an indirect cost rate of 22.93%, which is the most current rate for this department. DISCUSSION The Mentoring Initiative of the Teen Outreach Program (MITOP) of the Public Health Department provides critically needed services to the community MITOP links at-risk youth with adult mentors to provide general guidance, promote personal and social responsibility, enhance educational opportunity, and discourage delinquent activity The one-on-one mentoring program has operated for five years MITOP recruits, screens, and trains mentors MITOP works with students at-risk of educational failure, school drop out, teenage pregnancy, or involvement in delinquent activities, including gangs Currently the program has 50 active mentor/mentee matches in twelve different Forth Worth middle and high schools. MITOP is assisted by guidance counselors and other staff of the Fort Worth Independent School District. MITOP works closely with community agencies and service organizations to recruit volunteer adult mentors. The current program is funded with general funds along with Local Law Enforcement Block Grant funds .received through the Fort Worth Public Health Department. With funding from the Juvenile Mentoring Program (JUMP) of the U S Department of Justice in the amount of $200,000 over athree-year period, MITOP will increase its capacity to provide mentoring services to an additional 150 at-risk youth The funds will support -thee recruitment of 50 mentors and matches for each year of the three-year project period at an annual cost of $66,666 67 The grant will finance two full-time employees (one Human Service Specialist and one Community Health Ride) to implement this initiative, as well as the acquisition of minor equipment (two personal computers, a printer including software, a TV/VCR), office furniture, and supplies Since this is alabor-intensive grant, collection of indirect costs would significantly reduce the scope of the grant.
