HomeMy WebLinkAboutOrdinance 13523Ordinance No ~~~;/.- ~W AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $266,666.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING BOAT RAMP IMPROVEMENTS AT CASINO BEACH PARK THROUGH A GRANT FROM THE TEXAS PARKS AND WILDLIFE DEPARTMENT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and m the Budget of the City Manager, there shall also be increased estimated receipts and appropriations the Grants Fund m the amount of $266,666.00 from available funds for the purpose of funding boat ramp improvements at Casino Beach Park through a grant from the Texas Parks and Wildlife Department. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remauiuig portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordmance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordmance are m direct conflict with such other ordinances and appropriations, inwhich instance said conflicting provisions of said pnor ordinances and appropnations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. Adopt the attached resolution authorizing the City Manager to submit an application for and accept, if awarded, a grant from the Texas Parks and Wildlife Department for boat ramp improvements at Casino Beach Park in the amount of $200,000 00; and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Lake Worth Trust Fund by $66,666 00 from available funds, and 4 Authorize the transfer of $66,666 00 from the Lake Worth Trust Fund to the Grants Fund for the City's match, and 5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $266,666 from available funds. DISCUSSION The Parks and Community Services Department (PACSD) is preparing a grant application to the Texas Parks and Wildlife Department to obtain matching funds for improvements to boat ramp facilities at Casino Beach Park on Lake Worth The proposed project is located in COUNCIL DISTRICT 7 The need to reconstruct the existing boat ramp facility is demonstrated through citizen inquiries for improvements and reports of damage to boat trailers due to existing conditions. The Texas Parks and Wildlife Department administers agrants-in-aid program which receives funding from the Federal Aid in Sport Fish Restoration Act and the State Game, Fish and Water Safety Fund The State Boat Ramp Program is intended to provide public access to public waters for boating, fishing and recreational purposes. Grants for these types of facilities are available from the Texas Parks and Wildlife Department on a 75% State share - 25% local share basis. The maximum amount (State share) per application is $200,000 00 The City's local share of $66,666 00 will be appropriated from the Lake Worth Special Trust Fund While the capital needs for this project will be addressed by the proposed grant and proposed local funding source, an impact on the General Fund budget is anticipated once the project is completed Due to increased usage, it is estimated that an additional $1,200 00 for Casino Beach Park would be required for annual operating and maintenance costs.
