AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANT FUND IN THE AMOUNT OF $1,000,000 00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE DEVELOPMENT OF SOUTHWEST COMMUNITY PARK THROUGH
A GRANT FROM THE TEXAS PARKS AND WILDLIFE DEPARTMENT, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That m addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and m the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations the Grant Fund in the amount of
$1,000,000 00 from available funds for the purpose of funding the development of Southwest Community Park through a grant
from the Texas Parks and Wildlife Department.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opimon or judgment shall in no way impair the remaining portions, sections, or
parks of sections of this ordinance, which said remaining provisions shall be and remain m full force and effect.
SECTION 3
That this ordvnance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are m duect conflict with such other ordinances and
appropriations, m which mstarice said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and rt is so ordained.

SUBJECT ADOPT APPROPRIATION ORDINANCE AND AUTHORIZE GRANT APPL{CATION TO
THE TEXAS PARKS AND WILDLIFE DEPARTMENT FOR DEVELOPMENT OF
SOUTHWEST COMMUNITY PARK
RECOMMENDATION
It is recommended that the City Council
1 Adopt the attached resolution authorizing the City Manager to submit an application for and accept,
if awarded, a grant from the Texas Parks and Wildlife Department for Southwest Community Park in
the amount of $500,000, and
2. Authorize the transfer of $500,000 from the Parks and Recreation Improvements Fund to the Grants
Fund for the City's 50 percent match upon notification of award, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriation in the
Grants Fund by $1,000,000 from available funds upon notification of award
DISCUSSION
The Parks and Community Services Department (PACSD) is preparing a grant application to the Texas
Parks and Wildlife Department to obtain matching funds for the development of a community park in the
far southwest quadrant of the city The community park is located in COUNCIL DISTRICT 6
The 1986 Capital Improvement Program (CIP) allocated $500,000 for the purpose of acquiring parkland
for a community park and athletic complex in southwest Fort Worth Additionally, the 1986 CIP
allocated $750,000 for the purpose of development of the Southwest Athletic Complex. On February
17, 1998, the City Council authorized the purchase of 76 697 acres for this community park (M&C L-
12191) To meet the growing demand for athletic facilities, it is proposed to leverage local funds with a
State Local Park Fund grant to develop the 77 acre tract.
The PACSD will apply for funds through the Texas Parks and Wildlife Department's Recreation and
Parks Account Program This program provides grants-in-aid for political subdivisions within the state
for acquisition and/or development of parks. The grants-in-aid may not exceed 50 percent of the
project cost. The proposed grant application would use 1986 CIP funds as the City's match It is
anticipated that the total grant amount will be $1,000,000 with the local share being $500,000 and the
State share of an equal amount. This amount is within the maximum grant funding being offered at this
time by the Texas Parks and Wildlife Department.
While the initial development needs for this project will be addressed by the proposed grant and
existing CIP appropriations, an impact on the General Fund budget is anticipated once the project is
completed Present estimates indicate an $83,000 annual operating cost, while producing
approximately $29,000 in revenues.

On June 16, 1998, the Parks and Community Services Advisory Board approved a motion to concur
with staff's recommendation
Indirect costs do not apply to the grant application because no City salaries are involved
FISCAL INFORMATION/CERTIFICATION
The Finance Director certifies that upon approval of the above recommendations, adoption of the
attached appropriation ordinance and receipt of the grant, funds will be available in the current
operating budget, as appropriated, of the Grants Fund
