HomeMy WebLinkAboutOrdinance 13637Ordinance No. AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANT FUND IN THE AMOUNT OF $1,661,442.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM, PROVIDING FORA SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grant Fund in the amount of $1,661,442.00 from available funds for the purpose of funding the Comprehensive Energy Assistance Program. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remauung provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No 13540 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropnafions are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. Adopt the attached appropriation ordinance increasing the estimated receipts and appropriations in the Grant Fund by $1,661,442, and 3 Apply indirect cost rates in accordance with the City's Administrative Regulation 3-15, at a rate of 26 31 %, which is the most recently approved rate for this department and apply the new, approved rate when available DISCUSSION During the extreme heat wave and energy crisis this summer, President Clinton declared the entire state of Texas a disaster area In order to better these conditions, the release of emergency Low- Income Home Emergency Assistance Program funds were authorized for administration through the Texas Department of Housing and Community Affairs (TDHCA) TDHCA notified the City that its 1998 Comprehensive Energy Assistance Program (CEAP) allocation had been increased by'$1,661,442. The CEAP for contract year 1998 has six components. 1)Elderly/Disabled Assistance, 2) Energy Crisis, 3) Co-Payment Assistance, 4) Heating and Cooling Systems, 5) Direct Service Support and 6) Case Management. The allocation is being made to address the need of low to moderate income households in Tarrant County who are paying a disproportionate amount of their income to meet the increases in their utility bills that have resulted from the marked increase in the temperature All households at or below 125% of the Federal Poverty Level will be afforded access to the program All applicant households will be determined eligible according to the income guidelines and program procedures Benefit determinations include the household's income, the household size, the energy consumption and/or the vulnerability of the household and the availability of funds The Parks and Community Services Department will review all applications at the nine City operated Neighborhood Resources Development Program Center facilities. Payments will be made for eligible clients directly to the utility vendors and heating and cooling systems repair companies of Tarrant County City of Fort Worth, Texas M'Ayar and Council CommunicAt~on DATE REFERENCE NUMBER LOG NAME PAGE 11/3/98 G-12377 80CEAP 2 of 2 SUBJECT SUPPLEMENTAL APPROPRIATION ORDINANCE WITH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE COMPREHENSIVE ENERGY ASSISTANCE PROGRAM THROUGH DECEMBER 31, 1998 On September 15, 1998, the Parks and Community Services Advisory Board concurred with staff's recommendations to the City Council to accept funds in the amount of $1,661,442 from the Texas Department of Housing and Community Affairs, increasing the Comprehensive Energy Assistance Program 1998 allocation from $692,447, to $2,353,889 This program is located in all Council Districts.
