AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $450,104 00 SUBJECT TO THE RECEII'T OF THE GRANT
FROM THE TEXAS DEPARTMENT OF HUMAN SERVICES FOR THE PURPOSE OF FUNDING
THE 1998 SUMMER FOOD SERVICE PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE,
MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES, REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addifion to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the Crty Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$450,104 00 subject to the receipt of the grant from the Texas Department of Human Services for the purpose of funding the
1998 Summer Food Service Program.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent Iunsdiction, such decision, opinion or Iudgment shall in no way unpair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of rts passage, and it is so ordained.

SUMMER FOOD SERVICE PROGRAM AND ADOPTION OF RELATED
APPROPRIATION ORDINANCE
RECOMMENDATION
1t is recommended that the City Council
1 Authorize the City Manager to submit a grant, accept if awarded, and execute a contract with the
Texas Department of Human Services, requesting $450,104 for the 1998 Summer Food Service
Program which serves Punches and snacks to low-income children during the summer; and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $450,104 subject to the receipt of the grant, and
3 Apply indirect cost rates in accordance with the City's Administrative Regulation 5-15 (26 31 %),
which represents the most recent approval rate for this department.
DISCUSSION
The City of Fort Worth has sponsored a summer food program for children since 1969, which provides
nutritious lunches and snacks prepared by a private vendor, to youth eighteen years of age and under;
this includes those families in low-income housing Last year, 104,553 lunches and 85,252 snacks
were served to approximately 4,135 children at forty (40) sites for a total operating cost of $251,353
The total administrative cost was,.$17,817
The Texas Department of Human Services has notified the City of Fort Worth that funds are available
for the operation of the 1998 lunch program. It is projected that 171,820 lunches and 145,640 snacks
will be served to approximately 3,905 children at forty eight (48) full-time sites during the forty-four (44)
day program, from June 1, 1998, through July 31, 1998 The differences in last year's actuals and this
year's projections are due to the sites going from half-day to full-day, an increase in the number of sites,
and an increase in days of operation The program will be administered by the Community Services
Division of the Parks and Community Services Department.
Because the program requires daily monitoring of the serving sites, five (5) temporary employees will
be hired for this purpose In addition, four (4) existing staff persons will also be paid a minimum of two
(2) hours and a maximum of eight (8) hours per day from the program's operating funds. These persons
will be responsible for the implementation and monitoring of the Summer Food Service Program
This program serves all COUNCIL DISTRICTS
