AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANT FUND IN THE AMOUNT OF $1,100,000 00 AT A RATE OF $275,000 00 PER YEAR FOR A
FOUR YEAR PERIOD SUBJECT TO THE RECEII'T OF THE GRANT FROM THE DEPARTMENT OF
HEALTH AND HUMAN SERVICES CENTERS FOR DISEASE CONTROL AND PREVENTION FOR
THE PURPOSE OF FUNDING VIOLENCE PREVENTION PROGRAMS, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations Grant Fund m the amount of
$1,100,000 00 at a rate of $275,000 00 per year for a four year period subject to the receipt of the grant from the Department of
Health and Human Services Centers for Disease Control and Prevention for the purpose of funding violence prevention
programs.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and rt is so ordained.

PREVENTION
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and, if offered, accept and execute a grant contract with the
Department of Health and Human Services Centers for Disease Control and Prevention (CDC), in
the amount of $1,100,000; and
2. Adopt the attached appropriation ordinance increasing appropriations and estimated receipts by
$1,100,000 in the Grants Fund, at a rate of $275,000 per year for afour-year period, subject to
receipt of grant; and
3 Apply indirect costs according to Administrative Regulation 3-15 using the most currently approved
indirect cost rate of 22.93% of Salary and Fringe Benefits.
DISCUSSION.
The Centers for Disease Control and Prevention (CDC) provide grant funds to local health departments
across the country addressing the "Healthy People 2000" priority area of Violent and Abusive Behavior
These funds will be directed at implementing violence prevention programs that will serve as
demonstration sites for school-based violence prevention programs.
Violence, and its consequences of injury and. death, represents a major health problem in this country,
particularly for young people. Homicide rates have risen to become the second leading cause of death
for all 14-19 year olds, according to the National Center for Health Statistics. Through implementation
of this grant proposal, the City of Fort Worth's Public Health Department will address the problem of
youth violence by•
• Developing and implementing an intervention protocol to include at least two different
strategies
• Developing and testing data collection instruments
• Analyzing data and jnterpreting findings
• Establishing an advisory committee that will address issues related to violence to ensure
community engagement
• Developing collaborative relationships with voluntary, community-based public and private
organizations and agencies already involved in preventing violence and
• Compiling and disseminating the results from the project.

PREVENTION
The goal of the program is to teach youth to choose nonviolent techniques for resolving conflicts. This
effort will be implemented in collaboration with the City of Fort Worth Police Department's Youth
Section Additionally, there is an opportunity to partner with various youth organizations in the
community such as the Boys & Girls Clubs and Citizens Crime Commission of Tarrant County
The Public Health Department staff will monitor targeted youth from elementary into middle school,
This data will prove invaluable in measuring of their psychosocial behaviors, general mental health, and
injury prevention techniques. The cost for developing this educational campaign and analysis will
include staffing, .purchasing of curriculums, program evaluation by an outside agency, any supplies
needed to run the program during the year, including some minor equipment purchases and any costs
incurred in reporting to the funding agency ,The funding period would begin September 1, 1998, and
end August 31, 2002.
The Finance Director certifies that upon acceptance and execution of these grant contracts and
adoption of the attached appropriation ordinance and receipt of the grant, funds will be available in the
next,fiscal operating budget, as appropriated, of the Gran Fund.
