AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $501,220.00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE CHILD CARE DEVELOPMENT PROGRAM THROUGH INCREASED
FUNDING FROM THE TITLE N TEXAS WORKFORCE COMMISSION, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$501,220.00 from available funds for the purpose of funding the Title IV Child Care Development program through increased
funding from the Texas Workforce Commission.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

PROVIDERS FOR THE TEXAS WORKFORCE COMMISSION (TWC) TITLE VI CHILD
CARE DEVELOPMENT FUND
RECOMMENDATION
It is recommended that the City Council
Authorize the City Manager to accept grant funds in an amount up to $501,220 from the Texas
Workforce Commission (TWC) in Fiscal Year 1998 (September 1, 1998 through August 31,
1999) of the Title VI of the Personal Responsibility and Work Opportunity Reconciliation Act of
1996 for the Child Care Development Program, and
2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in
the Grant Fund by $501,220 from available funds, and
3 Approve administrative costs in the amount of $15,000 from September 1, 1998 through August
31, 1999, and
4 Authorize the City Manager to execute contracts with the following organizations to provide
additional child care services, contingent upon approval and receipt of adequate funding from the
Texas Workforce Commission of the Title VI Child Care Development Program All contracts will
begin September 1, 1998 and end August 31, 1999, and
A. YWCA of Metropolitan Fort Worth in an amount not-to-exceed $87,165,
B Clayton Child Care Services in an amount not-to-exceed $67,500,
C Day Care Association of Fort Worth and Tarrant County, Inc. in an amount
not-to-exceed $75,000,
D YMCA of Metropolitan Fort Worth in an amount not-to-exceed $112,500, and
E Fort Worth Housing Authority, for the AMAKA Learning Center in an amount not-to-
exceed $22,500
5 Apply indirect cost rates in accordance with the City's Administrative Regulation 3-15 (apply the
rate of 9 82% percent, which represents the most recently approved rate for this department and
apply the new approved indirect cost rate when available)

DISCUSSION
The terms outlined in Title VI of the Personal Responsibility and Work Opportunity Reconciliation Act of
1996 (PRWORA) for the Child Care Development Program allows cities to use local funds allocated to
child care services as a match to access additional federal funds to provide additional child care
services
For the purposes of this program, Community Development Block Grant funds are considered to be
"local funds " The amounts requested are determined by a formula based on Community Development
Block Grant funds being spent on child care during the period September 1, 1998 through August 31,
1999 In July of 1998, the Texas Workforce Commission approved funds in the amount of $501,220 for
reimbursement to the City of Fort Worth Staff is requesting approval to contract with the listed
agencies in order to provide this community service
PROGRAM DESCRIPTION
A. YWCA of Metropolitan Fort Worth -funds will be used to supplement existing child
care programs This program is located in COUNCIL DISTRICTS 5 and 8 Funding
will be available in an amount up to $87,165
B Clayton Child Care Services -funds will be used to supplement existing child care
programs This program is located in COUNCIL DISTRICTS 4 and 9 Funding will
be available in an amount up to $67,500
C Day Care Association of Fort Worth and Tarrant Countv. Inc. -funds will be used to
supplement existing child care programs This program is located in COUNCIL
DISTRICTS 2 and 8 Funding will be available in an amount up to $75,000
D YMCA of Metropolitan Fort Worth -funds will be used to supplement existing child
care programs This program is located in ALL COUNCIL DISTRICTS Funding will
be available in an amount up to $112,500
E Fort Worth Housing Authority (for the AMAKA Learning Center) -funds will be used
to supplement existing child care programs This program is located in COUNCIL
DISTRICT 8 Funding will be available in an amount up to $22,500
