HomeMy WebLinkAboutOrdinance 13454.,_ ~ ~ ~~e Ordinance No. 05-27-4&A10 53 ~~.,vD AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANT FUND IN THE AMOUNT OF $100,000 00 SUBJECT TO THE RECEIPT OF THE GRANT FROM THE U S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT FOR THE PURPOSE OF FUNDING HOMEOWNERSHIP COUNSELING SERVICES, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grant Fund in the amount of $100,000 00 subject to the receipt of the grant from the U S. Department of Housing and Urban Development for the purpose of funding homeownership counseling services. SECTION 2. Should any pomon, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant Fund by $100,000, subject to receipt of the grant; and 3 Authorize the City Manager to certify that the activities to be funded with the Housing Counseling Services funds are consistent with the City of Fort Worth's Consolidated Plan DISCUSSION The U S Department of Housing and Urban Development (HUD) recently issued a competitive Notice of Fund Availability (SuperNOFA No 1) covering several HUD programs, including $18 million for the Housing Counseling Services program Local entities certified by HUD as housing counseling agencies can apply for this fund in an amount not to exceed $100,000 The City of Fort Worth's Housing Department was certified by HUD as a housing counseling agency on December 19, 1997 The City, through the Housing Finance Corporation and its other non-profit partners, has embarked on an in-fill housing development program in the central city, utilizing City- owned vacant properties and properties acquired from private owners. The objectives of this program are to make housing more affordable to low-income families, revitalize our neighborhoods, and to bring these properties back to the tax roll The City also has a citywide homeownership program offering closing costs, down payment assistance and soft second mortgages to make housing affordable to low income families Homeownership counseling is a critical component of these programs and is required of all homebuyers. t_ Educational and outreach programs, which are eligible activities under this grant, are particularly needed among low-income, minority, and other underserved groups. This is especially important in light of the recent voluntary agreements signed by lenders with HUD and the City to address questionable lending practices. The Housing Department has been providing outreach, intake, and homeownership counseling services to potential homebuyers for the last three years without direct assistance from HUD Its focus is on first-time homebuyers. Last year, 1,174 clients were provided housing counseling services. The proposed number of clients to be served with the grant is 2,084 The City's housing counseling program closely follows HUD's guidelines for housing counseling services.
