AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $400,000.00 SUBJECT TO THE RECEIl'T OF THE GRANT FROM THE U S. DEPARTMENT OF LABOR FOR THE PURPOSE OF FUNDING THE IMPLEMENTATION OF THE QUANTUM OPPORTUNITIES PROJECT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations Grants Fund in the amount of $400,000 00 subject to the receipt of the grant from the U S. Department of Labor for the purpose of funding the nnplementation of the Quantum Opportunities Project. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections; or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY Assistant City Attorney/ 31- g8 ~// Date 5, Adopted ~-a s-~~ Effective City of'Fort Worth, Texas ~1'IJ' Ayar and C,aunc;l CommunicAtian DATE REFERENCE NUMBER LOG NAME PAGE 8/25/98 **C-'I 6947 08JTPA 1 of 2 SUBJECT APPROPRIATION ORDINANCE, ACCEPTANCE OF GRANT AND CONTRACT WITH FORT WORTH COMMUNITIES IN SCHOOLS INC FOR PROVISION OF EMPLOYMENT AND TRAINING SERVICES UNDER QUANTUM OPPORTUNITIES PROJECT RECOMMENDATION it is recommended that City Council 1 Accept a Job Training Partnership Act (JTPA) Title IV grant from the U S Department of Labor in the amount of $200,000 to continue implementing the Quantum Opportunities Project, (QOP) for the contract period beginning June 28, 1998, to September 30, 1999, and 2 Adopt the attached. appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $400,000 subject to the receipt of the grant; and 3 Accept in-kind match of $35,000 from Fort Worth Communities in Schools, lnc., and 4 Accept in-kind match of $165,000 from JTPA Title 11C, and 5 Apply indirect costs according to Administrative Regulation 3-15 using the most current approved indirect cost rate of 6 58% for this Department DISCUSSION On June 28, 1995, the U S Department of Labor accepted a grant application from the City of Fort Worth Employment and Training Department to replicate and formally evaluate the Quantum Opportunities Project (QOP) QOP is a model project developed by the Ford Foundation and directed specifically to at-risk youth entering the ninth grade Its objectives are to enable participants to complete high school and to improve their rate of entering and succeeding in post-secondary educational institutions.
