AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $272,588.95 AT A RATE OF $15,143.83 PER MONTH FOR
AN 18 MONTH PERIOD SUBJECT TO THE RECEIPT OF THE GRANT FROM THE U S.
DEPARTMENT OF JUSTICE, OFFICE OF JUVENILE JUSTICE AND DELINQUENCY PREVENTION
FOR THE PURPOSE OF FUNDING THE YOUTH COURT TRAINING AND TECHNICAL
ASSISTANCE PROJECT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS
ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR
ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$272,588.95 at a rate of $15,143.83 per month for an 18 month penod subject to the receipt of the grant from the U S.
Department of Justice, Office of Juvenile Justice and Delinquency Prevention for the purpose of funding the Youth Court
Training and Technical Assistance Project.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdicfion, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropnahons amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropnahons, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of rts passage, and rt is so ordained.

FUNDING YOUTH COURT ASSISTANCE PROGRAM
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to apply for and, if offered, accept and execute a grant contract with the
U S Department of Justice, Office of Juvenile Justice and Delinquency Prevention for a Youth Court
Training and Technical Assistance Delivery Program in the amount of $272,588 95, and
2 Adopt the attached appropriation ordinance increasing appropriations and estimated receipts by
$272,588 95 in the Grants Fund, at the rate of $15,143 83 per month for an 18-month project
period, and
3 Waive the collection of indirect costs for this grant in the amount of $22,734 00, based on the most
current indirect cost rate of 8 34% for this department.
DISCUSSION
The Fort Worth Municipal Court Teen Court has submitted a grant application for a Youth Court
Training and Technical Assistance Project from the Office of Juvenile Justice and Delinquency
Prevention This grant had an initiative deadline of July 10, 1998 for cities to respond
The purpose of this program is to promote a national youth court operational standard and provide an
effective youth court model that will strengthen the ability of the juvenile justice system to hold youth
accountable for their behavior The City of Fort Worth Teen Court, in existence since 1987, will create
a set of standard operating guidelines and resource and technical manuals to give youth court staff and
volunteers an effective means of holding youth accountable for their actions while enhancing public
safety
The line item budget that was submitted did not include indirect costs, therefore, it is requested that the
City Council waive these costs for this program
The funds will support three full-time staff positions for an 18 month grant period In addition, the funds
will be used to develop resource and training material for youth courts, for on-site visits and assistance
to other courts, and to conduct four regional training workshops across the United States
