I' Ordinance No ~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GENERAL FUND IN THE AMOUNT OF $98,000 00 FROM A CONTRACT WITH TU ELECTRIC FOR THE E-WISE PROGRAM, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the General Fund in the amount of $98,000.00 from a contract with TU Electric for the E-Wise Program for the promotion and implementation of energy-efficient technologies and practices in Program customer's homes. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13540 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. Adopt the attached supplemental appropriation ordinance increasing estimated receipts and appropriations in the General Fund up to $98,000 from increased revenues upon receipt of funds from TU Electric. DISCUSSION On November 4, 1997, the City Council approved M&C C-16418 authorizing the City Manager to execute a contract with TU Electric for administration of the E-Wise Low-Income Program from November 4, 1997 to March 31, 1998. The objective of this program is to acquire cost effective services and energy savings through investments iri energy-efficient technologies and practices in the program customers' homes. All applicants selected for participation in this program (50% must meet the Federal Poverty Income Guidelines) receive the following basic services. Basic Eneray Education How to read electric bills Evaluating and selecting energy-efficient appliances Compact fluorescent light technology Home energy efficiency Basic Eneray Saving Measures Installation of low-flow shower heads and faucet aerators at no cost Opportunity to lease compact fluorescent lights at $0.25 per month, per bulb TU Electric has notified the City that due to the high performance of the City on the initial contract, they wish to renew the contract from April 1, 1998, through March 31, 1999 This proposed renewal was delayed until now because program activity was minimized during the summer months when staff resources were dedicated to the hot weather crisis. The renewal proposes to continue providing Demand Side Management (DSM) services to TU Electric's low-income residents through a neighborhood blitz approach City of Fort Worth, Texas M'Ayar and Council CommunicAtian DATE REFERENCE NUMBER LOG NAME PAGE 12/1/98 **C-17166 80E-WISE 2 of 2 SUBJECT ADOPT APPROPRIATION ORDINANCE AND RENEW CONTRACT WITH TU ELECTRIC FOR THE E-WISE PROGRAM THROUGH MARCH 31, 1999 The projected goal is the installation of at least 14,000 compact fluorescent light bulbs (GEC's), 3,500 showerheads, 3,500 faucet aerators, and distribution of education materials to 3,500 homes. The City will be reimbursed $28 for each installation of four CFL's and one showerhead. Although the contract and contract extension allow reimbursement to the City by TU Electric of up to $98,000, staff is anticipating that a maximum of $35,000 will actually be received. Staff recommends that upon receipt, these funds be used to electronically network Neighborhood Resources Development Program sites and to fund other division related programs and expenses. In addition, wiring infrastructure for the Client Tracking Program mandated by the Texas Department of Housing and Community Affairs will be implemented. This program serves all Council Districts. FISCAL INFORMATION/CERTIFICATION The Finance Director certifies that upon approval of the attached supplemental appropriation ordinance and the receipt of funds from TU Electric, funds will be available in the current operating budget, as appropriated, of the General Fund. The Parks and Community Services Department is responsible for the collection and deposit of revenues generated under this agreement.
