AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $575,000 00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE JAMES E. GUINN SCHOOL RENOVATION PROJECT, PROVIDING
FORA SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR
ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund m the amount of
$575,000 00 from available funds for the purpose of funding the James E. Guinn School Renovation Project.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No 13540 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained.

RENOVATION PROJECT
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept $575,000 in Defense Economic Adjustment Assistance Grant
funds from the Texas Department of Economic Development; and
2. Adopt an appropriation ordinance increasing estimated receipts and appropriations in the Grants
Fund in an amount up to $575,000; and
3 Authorize the City Manager to enter into a contract with the Texas Department of Economic
Development for the receipt and utilization of these funds
DISCUSSION
On January 30,1998, the City of Fort Worth submitted an application to the Texas Department of
Economic Development for $575,000 in Defense Economic Adjustment Assistance Grant (DEAAG)
funds to support the James E. Guinn School Renovation Project. These State funds were designated
to assist communities that were adversely impacted by defense-related cutbacks by providing up to
50% of the matching requirement for Federally funded projects. A notice of award was received by the
City in July of this year
In May, 1998, the Economic Development Administration (EDA) of the U S. Department of Commerce
awarded $1 9 million in Federal grant funding to support the James E. Guinn Renovation Project. In
anticipation of that award, the City Council appropriated $1 024 million in Community Development
Block Grant (CDBG) funds (M&C G-11902 and M&C G-12074) ~ -`
Once renovated, the James E. Guinn Middle School, located at the intersection of Rosedale Street and
Interstate 35W, will be the headquarters for the partnering agencies that make up the Business
Assistance Center Additional exterior improvements will be made to the Elementary School and
Gymnasium buildings located on the campus
