Home My WebLink AboutOrdinance 13664,: Ordinance No. /J~~ ~0'~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AVIATION IMPROVEMENTS PROJECT FUND IN THE AMOUNT OF $230,000 00 FROM AVAILABLE FUNDS TO SERVE AS A CASH MATCH FOR THE PURPOSE OF FUNDING A CONTRACT WITH DUININCK BROTHERS, INC., FOR PHASE II CONSTRUCTION OF TAXIWAY ALPHA (A) AND RELATED STORM DRAIN AND ELECTRICAL WORK AT MEACHAM INTERNATIONAL AIRPORT, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS. SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1998-99 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Aviation Improvements Project Fund in the amount of $230,000 00 from available funds to serve as a cash match for the purpose of funding a contract with Duininck Brothers, Inc., for Phase II Construction of Taxiway Alpha (A) and related storm drain and electrical work at Meacham International Airport. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain m full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13510 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect after the date of its passage, and it is so ordained. APPROVED AS TO FORM AND LEGALITY ~~J ssistan Attorney t v(~- (s ~ Date Adopted Effective City of Fort Worth, Texas M,'Ayor and Council Cammun~cAtion DATE REFERENCE NUMBER LOG NAME PAGE 12/15/98 **C-17182 30ALPHA 1 of 3 SUBJECT ACCEPT TEXAS DEPARTMENT OF TRANSPORTATION GRANT, ADOPT APPROPRIATION ORDINANCES, AND AUTHORIZE CONTRACT WITH DUiNINCK BROTHERS, INC FOR PHASE II CONSTRUCTION OF TAXIWAY ALPHA (A) AND RELATED STORM DRAIN AND ELECTRICAL WORK AT MEACHAM INTERNATIONAL AIRPORT RECOMMENDATION It is recommended that the City Council 1 Authorize the City Manager to accept an Airport Project Participation Agreement grant from the Texas Department of Transportation for $4,238,001 00 for Fort Worth Meacham International Airport which includes Phase II construction of Taxiway Alpha (A) and related storm drain and electrical work at Meacham International Airport; and 2 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $4,708,890 00 subject to receipt of the grant; and 3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Capital Projects Reserve Fund by $230,000 00 from available funds, and 4 Authorize the transfer of $230,000 00 from the Capital Projects Reserve Fund to the Aviation Improvements Project Fund, Meacham Taxiway Alpha (A); and 5 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Aviation Improvements Project Fund by $230,000 00 from available funds, and 6 Authorize the transfer of funds in the amount of $470,889 00 from the Aviation Improvements Project Fund to the Grants Fund for the 10% match, and 7 Authorize the City Manager to execute a contract with Duininck Brothers, Inc., in the amount of $3,385,061 56 for Phase II construction of Taxiway Alpha (A) and related storm drain and electrical work at Meacham International Airport. DISCUSSION The Texas Department of Transportation (TxDOT) receives federal funding assistance under the State Block Grant Program to allocate as grant assistance to state airports. Grant assistance will be for ninety percent (90%) of the eligible project costs. It is estimated that the Phase II project cost will be approximately $4,708,890 00 The maximum obligation of TxDOT payable under this program will be $4,238,001 00 The contract is for $3,385,061.56 The balance of the funds will be used for final construction inspections and testing services. The existing Taxiway Alpha is not parallel, reducing the efficiency and capacity of the airport. The Federal Aviation Administration has determined that the new Taxiway Alpha (A) will also serve as an interim runway during the reconstruction of the primary Runway 16U34R.
