HomeMy WebLinkAboutOrdinance 13370Ordinance No. ~~~ /~ AN ORDINANCE APPROPRIATING $1,130,037 00 TO THE GOLF FUND, AND DECREASING THE UNRESERVED, UNDESIGNATED RETAINED EARNINGS BY THE SAME AMOUNT FOR THE PURPOSE OF PROVIDING FUNDING FOR THE REORGANIZATION OF THE PARKS AND COMMUNITY SERVICES DEPARTMENT GOLF DMSION, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City Manager, there shall also be increased appropriation in the Golf Fund, in the amount of $1,130,037 00; thereby decreasing the unreserved, undesignated Retained Earnings by the same amount for the purpose of providing funding for the reorganization of the Parks and Community Services Department Golf Division. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations.are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. Authorize the City Manager to implement the reorganization of the Parks and Community Services Department/Golf Division as approved by the City Council on December 9, 1997 On November 5, 1996, the City Council directed staff to secure a consultant that was knowledgeable in both municipal and private management of golf operations to objectively evaluate both the City managed and the lease managed golf courses. The ultimate goal was for the consultant to provide a recommendation to the City Council as to which management structure best served the interests of the golfers of Fort Worth and would provide the most effective and efficient management of the City's golf courses. On July 1, 1997 (M&C C16124), the City Council approved a contract with American ClubServ to conduct the operations study On November 11, 1997, the Facilities and Infrastructure Committee recommended endorsement of the consultant's report as presented On December 9, 1997, the City Council approved M&C G-12082 which included the following actions 1) termination of the current contracts with American Golf Corporation (Z-Boaz Golf Course) and International Golf of Texas, Inc., (Rockwood Golf Course) to lapse at the end of their primary term, 2) the City take over of all agronomic and capital improvement program aspects at all golf courses, and 3) issuance of a Request for Proposals (RFP) for the contract operation of the pro shops and the snack shops. Implementation of the recommendations would be in accordance with the termination of the existing management agreements at Z-Boaz and Rockwood For Meadowbrook, Sycamore Creek and Pecan Valley, implementation would occur on October 1, 1998, in line with the 1998-99 fiscal year However, with the premature failure of the contractor at Rockwood Golf Course and the assumption of maintenance activities at Z-Boaz on June 1, 1998, the current operating budget of the Golf Enterprise Fund needs to be increased to fund operations at these two facilities. A total of $528,579 is required to fund positions, supplies, utilities and contractual services at these two facilities throughout the remaining 1997-98 fiscal year In addition, a total of $601,458 is required to purchase capital equipment that would be utilized in the maintenance operations at .both Rockwood and Z-Boaz. ,.
