AN ORDINANCE APPROPRIATING $65,000.00 TO THE GENERAL FUND, AND DECREASING THE
UNRESERVED, UNDESIGNATED GENERAL FUND BALANCE BY THE SAME AMOUNT FOR THE
PURPOSE OF PROVIDING FUNDING FOR THE 1998 SUMMER WORKS PROGRAM, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND
REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE
DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City
Manager, there shall also be increased appropriation in the General Fund, in the amount of $65,000 00; thereby decreasing the unreserved,
undesignated Fund Balance by the same amount, for the purpose providing funding for the 1998 Summer Works Program.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of
competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of
this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in
those instances where the provisions of this ordinance are in duect conflict with such other ordinances and appropriations, in which
instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT APPROPRIATION ORDINANCE AND PROPOSED BUDGET FOR 1998 SUMMER
WORKS PROGRAM
It is recommended that the City Council adopt the attached supplemental appropriation ordinance
increasing appropriations in the General Fund by $65,000 and decreasing the unreserved,
undesignated fund balance by the same amount for program staff and operating requirements for the
1998 Summer Works Program
Since 1983, the City of Fort Worth's Employment and Training Department, d/b/a The Working
Connection, has been providing summer work experience and basic education services for youth
through the Job Training Partnership Act. The 1997 summer employment program provided
employment and educational opportunities for 953 youth, with a 96% success rate.
Since 1995, in addition to the federally funded summer youth employment program, The Working
Connection has conducted Summer Works, apublic/private sector initiative for 16-21 year old youth
Summer Works matches youth with jobs that are pledged by employers who are seeking summer
workers. Staff connects the Summer Works applicants with prospective employers. In 1997, the City
Council appropriated $65,000 from the General Fund to implement Summer Works '97, which was a
collaborative effort with Tarrant County and the City of Arlington A total of 312 employers participated
and provided jobs for 1,023 Tarrant County youth, of which 822 were from the Fort Worth metropolitan
area.
Summer Works '98 will again be a collaborative effort between the City of Fort Worth, the City of
Arlington and Tarrant County It is anticipated that 1,000 youth will be placed in summer jobs through
this initiative Enrollment is not restricted to economically disadvantaged individuals, but is open to the
public on a first come first serve basis. An operational plan has been developed which encompasses
marketing, recruitment, pre-employment orientation and job matching
In order to successfully implement this non-federally funded effort, The Working Connection will need to
employ additional staff and cover additional operational expenses.

The Director of Fiscal Services certifies that upon adoption of the attached appropriation ordinance,
funds will be available in the current operating budget, as appropriated, of the Genera{ Fund After
completion of this recommendation, the unreserved, undesignated fund balance of the General Fund
will be $21,348,650, or $6,658,618 below the 10% minimum reserve fund balance of $28,007,268
required by the City's Financial Management Policy Statements.
