AN ORDINANCE INCREASING THE ESTIMATED RECEIl'TS AND APPROPRIATIONS IN THE
GRANT FUND IN THE AMOUNT OF $852,064 00 SUBJECT TO THE RECEIl'T OF THE GRANT
FROM THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS FOR THE
PURPOSE OF FUNDING VARIOUS COMMUNITY SERVICES BLOCK GRANT PROGRAMS,
PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF
PRIOR ORDINANCES, REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCII, OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grant Fund in the amount of
$852,064 00 subject to the receipt of the grant from the Texas Department of Housing and Community Affairs for the purpose
of funding various Community Services Block Grant Programs.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SERVICES BLOCK GRANT THROUGH DECEMBER 31, 1998
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept funds in the amount of $848,664 from the Texas Department
of Housing and Community Affairs for the Community Services Block Grant for the 1998 funding
year, and
2. Accept the 1997 Incentive Award of $3,400, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grant Fund by $852,064 subject to receipt of the grant, and
4 Apply indirect cost rates in accordance with the City's Administrative Regulations 3-15, at a rate of
26.31 %, which represents the most recently approved rate for this department, and apply the new,
approved rate when available.
DISCUSSION
On February 11, 1997 (M&C C-15890), the City Council approved increasing the Community Services
Block Grant (CSBG) contract amount by $670,704, for a total of $3,458,058
On April 4, 1997 (M&C G=11848), the City Council approved increasing the CSBG amount by $180,534,
for a total of $3,638,592.
On October 20, 1997, the Texas Department of Housing and Community Affairs (TDHCA) notified the
City through Letter of Notification No 5, that the City had received a $3,400 00 Incentive Award, for a
total of $3,641,992.
In December of 1997, TDHCA notified the City through Amendment No 11, that $848,664 is available
for the 1998 funding year This amount brings the total to $4,490,656
This extension for the CSBG proposes to continue programs and services aimed at assisting low-
income persons through case management; emergency assistance, outreach and certification for
energy assistance, information and referral, as well as services to provide clients with transportation to
access services for medical, educational, employment and other needs Nine (9) community centers
will be utilized to deliver program services.
