AN ORDINANCE INCREASING THE ESTIMATED RECEIl'TS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $171,81100 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE FORT WORTH DNA LABORATORY ENHANCEMENT PROGRAM
THROUGH A GRANT FROM THE DEPARTMENT OF JUSTICE, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTNE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$171,811 00 from available funds for the purpose of funding the Fort Worth DNA Laboratory Enhancement Program through
a grant from the Department of Justice.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriarions, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

SUBJECT FORT WORTH DNA LABORATORY ENHANCEMENT PROGRAM
RECOMMENDATION
It is recommended that the City Council
1 Authorize the City Manager to accept a grant from the Department of Justice in the amount of
$171,811 for the Fort Worth DNA Laboratory Enhancement Program for the period October 1, 1998
through September 30, 1999, and
2. Authorize the use of personnel costs in the amount of $50,726 for the City's in-kind match, and
3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund by $171,811 from available funds
DISCUSSION
The purpose of this grant is for the Police Forensic Science Laboratory to expand their DNA testing
capabilities to include Short Tandem Repeat (STR) testing This addition will establish a full range of
testing that will enable the laboratory to obtain results on cases that currently have insufficient or
degraded DNA to be used in other available types of DNA testing The majority of cases tested are
sexual assaults that contain mixed samples STR testing will help resolve the mixtures that are difficult
to interpret with DQA1 and Polymarker testing Testing of cases with unknown suspects will also be
performed with the STR testing in order to comply with the State Combined DNA Index System
(CODIS) database information
Current personnel consist of three serologists, one of whom will work full time on the project and whose
salary and fringe benefits are being used as the City's in-kind match Dr Arthur Eisenberg of the
University of North Texas Health Science Center will serve as technical consultant for the serologists.
He has agreed to provide training in his laboratory for the serologists This will be a significant
opportunity to learn from one of the foremost scientists in the field Additional formal training will be
obtained from commercial DNA testing companies
The funding period for this program will begin on October 1, 1998 and end September 30, 1999
