HomeMy WebLinkAboutOrdinance 13288~~ Ordinance No.~J a, g~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $12,500 00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF FUNDING A LEASE OF OFFICE SPACE FROM THE BETHLEHEM BAPTIST CHURCH FOR THE KENNEDALE/MANSFIELD NEIGHBORHOOD RESOURCES DEVELOPMENT PROGRAM CENTER, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of $12,500 00 from available funds for the purpose of funding a lease of office space from the Bethlehem Baptist Church for the Kennedale Mansfield/NeighborhoodRwources Development Center SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grant Fund by $12,500 00 from available funds, and 3 Authorize the City Manager to execute a lease agreement with the Bethlehem Baptist Church of Mansfield, Texas for the Kennedale/Mansfield Center, beginning upon execution of contract; for an amount not to exceed $800 00 per month contingent upon receipt of funding from the Texas Department of Housing and Community Affairs The Kennedale/Mansfield Neighborhood Resources Development Program Center provides case management, information and referral services, client intake and assessment, emergency assistance, including the Comprehensive Energy Assistance Program, and other social services to the citizens of Kennedale/Mansfield and the Southeastern Tarrant County areas. This program is wholly underwritten by Federal, State, and County funds. On September 24, 1996 (M&C L-11818), the City Council authorized the renewal of a lease agreement with Carl Beckum for the Kennedale/Mansfield Center for the period beginning October 1, 1996, and ending September 30, 1997, with a one year option to renew There are several concerns with the current lease site (1) the space is very limited, (2) recent road construction will absorb some of the parking space available, and (3) the monthly rent will increase from $420 00 to $510 00 The amount does not include utility costs The City requested and was approved a two (2) month extension (on a month by month basis) on the current contract in order to finalize the proposed lease contract terms. During the past year, staff has been actively searching for another site The City was approached by Rev Michael Evans, Sr of the Bethlehem Baptist Church, with an offer of space at their current facility The Bethlehem Baptist Church of Mansfield, Inc. has proposed the following• 1 A three (3) year lease commencing upon execution of contract and ending on September 30, 2000 (Note the first six (6) months rent wilt be waived) 2 Lease space totaling 380 sq feet The space, which will include two (2) offices, will have a food pantry and storage for in-kind items (clothing, etc.) All renovations will be at the expense of the church City of Tort Worth, Texas n~Ayar And Caunc~l C,ammun~cAt~an DATE REFERENCE NUMBER LOG NAME PAGE 1/6/98 _ **L-12155 80SANSOM 2 of 2 SUBJECT LEASE AGREEMENT WITH THE BETHLEHEM BAPTIST CHURCH FOR OFFICE SPACE FOR THE. KENNEDALE MANSFIELD NEIGHBORHOOD RESOURCES DEVELOPMENT PROGRAM CENTER 3 Use of space in the corridor, adjacent to the offices for receptionist and volunteers. 4 Use of the Fellowship Hall for filling holiday baskets and monthly food distribution 5 Use of classroom space for seminars and training for clients. 6 Rent at the monthly cost of $500 00 per month and payment of utilities (electric, gas, and water) at an average monthly cost of $300 00 per month The City will also pay for the telephone costs for staff phones.
