HomeMy WebLinkAboutOrdinance 134884 ..~ Ordinance No ~~ ~?~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $20,000 00 SUBJECT TO THE RECEIPT OF THE GRANT FROM THE URBAN AND COMMUNITY FORESTRY GRANT FOR PUBLIC OUTREACH PROGRAM FOR THE PURPOSE OF FUNDING THE DEVELOPMENT OF A HOME PAGE FOR THE FORESTRY SECTION, PROVIDING FOR A SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES 1N CONFLICT HEREWITH, AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations the Grants Fund in the amount of $20,000 00 subject to the receipt of the grant from the Urban and Community Forestry Grant for Pubhc Outreach Program for the purpose of funding the development of a Home Page for the Forestry Section. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriarions are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. The Parks and Community Services Department is proposing the submittal of a grant application for a 1998 Urban Forestry Grant for Public Outreach which is a program jointly administered by the Texas Forest Service, the U S Forest Service and the Texas Urban Forestry Council. The purpose of the grant is to provide initial funding to support new initiatives or to expand existing programs related to urban forestry Under this grant, the Department is proposing the development of an Internet Home Page for the Forestry Section Information provided on this web site would include a brief history of Fort Worth's urban forestry program, information about the Forestry Section, recommended trees for the area and information about Oak Wilt and other diseases. Currently the Forestry Section is completing a strategic plan for future urban forest management. This plan is being completed with information gathered from aBenefit/Cost Analysis Study competed in 1996 Fort Worth was selected as a demonstration community for this project and it is our intent to publish this information via the Internet. The $10;000 grant would cover the cost of contracting for professional services for the development of the Home Page The 50% .in-kind match of $10,000 would be the existing staff's time preparing text and maintaining the page throughout the year The Parks and Community Services Advisory Board voted unanimously to endorse the staff's recommendation to .apply for and accept the subject grant if awarded at their May 19, 1998 meeting.
