HomeMy WebLinkAboutOrdinance 13489~ Y Ordinance No !~ ~~ AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE GRANTS FUND IN THE AMOUNT OF $31,261 00 SUBJECT TO THE RECEIPT OF THE GRANT FROM THE URBAN AND COMMUNITY FORESTRY GRANT FOR PUBLIC OUTREACH PROGRAM FOR THE PURPOSE OF FUNDING ONE FORESTER POSITION TO COORDINATE VOLUNTEER PARTICIPATION IN FORT WORTH'S URBAN FORESTRY PROGRAM, PROVIDING FORA SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATNE OF PRIOR ORDINANCES AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN EFFECTNE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS SECTION 1 That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of the City Manager, there shall also be increased estunated receipts and appropriations the Grants Fund in the amount of $31,261 00 subject to the receipt of the grant from the Urban and Community Forestry Grant for Public Outreach Program for the purpose of funding one forester position to coordinate volunteer participation in Fort Worth's urban forestry program. SECTION 2. Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of secrions of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3 That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. SECTION 4 This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained. DATE REFERENCE NUMBER LOG NAME PAGE 6/23/98 **G-12245 80URBAN 1 of 2 SUBJECT GRANT APPLICATION TO THE URBAN AND COMMUNITY FORESTRY PUBLIC OUTREACH CHALLENGE GRANT PROGRAM It is recommended that the City Council 1 Adopt the attached resolution authorizing the City Manager to apply for and accept if awarded, a grant in the amount of $10,000 from the Urban and Community Forestry Grant for Public Outreach for the partial funding of one full-time position to organize and support urban forestry volunteers, and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund by $31,261, subject to receipt of the grant, and 3 Approve a local match of $21,261 from appropriated funds in the Parks and Community Services Personnel Services account, and 4 Waive the collection of any indirect costs, as part of the City of Fort Worth's in-kind match to this grant. The Parks and Community Services Department is proposing the submittal of a grant application for a 1998 Urban Forestry Grant for Public Outreach which is a program jointly administered by the Texas Forest Service, the U S Forest Service and the Texas Urban Forestry Council The purpose of the grant is to provide initial funding to support new initiatives or to expand existing programs related to urban forestry The grant application being submitted requests the award of $10,000 to continue partial funding of a Forester to coordinate volunteer participation in Fort Worth's urban forestry program Last year, volunteers contributed 1,832 hours valued at $23,450 Major projects included Americorp volunteers potting 1,000 trees donated by the National Tree Trust, the distribution of 2,000 seedlings at Mayfest and the planting of 348 street trees through the Model Blocks Program In addition to volunteer coordination, this position also provides public education about Oak Wilt, a disease which affects Red Oak and Live Oak trees Last year this position responded to 271 calls concerning Oak Wilt and identified 9 new disease centers which included the Candleridge neighborhood and the Central Business District. The total number of disease centers in Fort Worth currently stands at 65 By providing education about the disease to the citizens of Fort Worth, the potential devastating effect from Oak Wilt can be limited The City of Fort Worth's in-kind contribution to the grant totals $21,261 of budgeted funds from the Parks and Community Services Department Genera!
