AN ORDINANCE REVISING AND AMENDING SUBSECTION (b) OF
SECTION 12-3 ALARM PERMIT--REQUIRED; FEE, APPLICATION,
TRANSFER." OF CHAPTER 12 "EMERGENCY REPORTING EQUIPMENT
AND PROCEDURES" OF THE CODE OF THE CITY OF FORT WORTH,
TEXAS (1986), AS AMENDED, INCREASING THE BIENNIAL PERMIT FEE
FOR COMMERCIAL BUILDINGS TO FIFTY DOLLARS ($50), PROVIDING
THAT THIS ORDINANCE SHALL BE CUMULATIVE, PROVIDING FOR A
SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE DATE.
Be it ordained by the City Council of the City of Fort Worth, Texas that:
SECTION 1
Subsection (b) of Section 12-3 "Alarm permit--Required, fee; application, transfer " of
Chapter 12 "Emergency Reporting Equipment and Procedures" of the Code of the City of Fort
Worth, Texas (1986), as amended, is hereby further revised and amended, and after said
amendment shall read as follows.
(b) A biennial fee of fifty dollars ($50 00) shall be charged for the issuance of each permit to a
commercial or business establishment, and of twenty-five dollars ($25 00) for each permit issued
to a residence, other than permits issued pursuant to paragraph (c) of this section.
SECTION 2.
This ordinance shall be ctunulative of all provisions of ordinances and of the Code of the
City of Fort Worth, Texas (1986),, as amended, except where the provisions of this ordinance are in
direct conflict with the provisions of such ordinances and such Code, in which event conflicting
provisions of such ordinances and such Code are hereby repealed.

SECTION 3
It ns hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of this ordinance are severable, and of any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared void, ineffective or unconstitutional by the
valid judgment or decree of any court of competent ~unsdnchon, such voidness, ineffectiveness or
unconstntutnonalnty shall not effect any of the remaining phrases, clauses, sentences, paragraphs and
sections of this ordinance, since the same would have been enacted by the Cnty Council without the
incorporatnon m thus ordinance of any such vond, meffectnve or unconstitutional phrase, clause,
sentence, paragraph or section.
SECTION 4
This ordinance shall take effect and be in full force and effect 30 days after its passage, and it is
so ordained.

SUBJECT AMEND BURGLAR ALARM PERMIT FEE
RECOMMENDATION
It is recommended that the City Council approve the attached ordinance amending Chapter 12,
"Emergency Reporting Equipment and Procedures", Section 12-3 of the City Code as follows.
Approve a biennial burglar alarm permit fee of $50 per alarm, for each business or
commercial establishment, to take effect October 1, 1998
DISCUSSION
In 1991, the City Council approved a permit fee increase from $15 to $25 for both residential and
commercial classes. Since that time, there has been no increase in the permit fees for burglar alarms
A review of burglar alarm permit fees was conducted utilizing information provided in the April 1998
issue of the Municipal Fee Survey for North Central Texas prepared by the North Central Texas Council
of Governments. In comparing the fees associated with the City of Fort Worth, it was found that the
City's burglar alarm permit fee was below average for commercial classes, which is $50 An increase
of $25 per commercial establishment is being recommended to the City Council to generate additional
revenues to offset operating expenditures.
FISCAL IMPACT
To support the service level improvement, the following fee changes are proposed
Estimated Revenue From Revised/New Fees
Increase burglar alarm permit fee to $50 for commercial establishments,
7,177 permits X $25 increase
Annual Estimated Additional Revenue $179,425
FISCAL INFORMATION/CERTIFICATION
The Police Department will be responsible for collecting and depositing all applicable fees
