AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANTS FUND IN THE AMOUNT OF $107,182.00 FROM AVAILABLE FUNDS FOR THE
PURPOSE OF FUNDING THE DOMESTIC ASSAULT RESPONSE TEAM, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS.
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City. Manager, there shall also be increased estimated receipts and appropriations in the Grants Fund in the amount of
$107,182.00 from available funds for the purpose of funding the Domestic Assault Response Team.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by
a court of competent jurisdiction, such decision, opinion or judgement shall in no way impair the remaining portions, sections,
or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordinance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and it is so ordained.

It is recommended that the City Council
1 Authorize the City Manager to apply for and accept a grant from the Texas Criminal Justice Division
in the amount of $79,982.00, and
2. Authorize the transfer of $27,200 00 from the 1a~=ecial Trust Fund to the Grant Fund for the City's.

3 Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grant Fund by $107,182.00 from available funds, and
4 Authorize the City Manager to execute a contract with Women's Haven to serve as asub-grantee
for this project; and
5 Waive indirect costs in the amount of $14,596 00
DISCUSSION
In the fall of 1995, the Community Oriented Policing Services (COPS) office issued a request for grant
proposals regarding programs to reduce domestic violence A grant was submitted in November 1995,
which was a collaboration between the Family Violence Unit and the Women's Haven This was a
demonstration program with the initial target being the East Field Operations Division since it had the
highest incidence of domestic violence. The purpose of the program was to pair a detective from the
Family Violence Unit with a trained crisis intervention volunteer counselor The pair would be called a
Domestic Assault Response Team (DART) and would respond to all domestic violence calls in the East
Field Operations Division The program would also attempt to identify repeat offenders and high risk
residences The team would work closely with the Women's Haven's M E N S program, which was
originally funded through the Comprehensive Communities Program (CCP) grant. The M E.N S
program is a counseling project for intimate partner abusers that has been highly successful
In order to try and keep the program going and existing personnel in place, a grant application was
developed and submitted in June 1997, to the Criminal Justice Division (CJD) under the Violence
Against Women Act (VAWA) program In ascertaining the status of the City's application, CJD advised
that they were still receiving applications under this program which had acut-off date of October 7,
1997, and that awards would be made in December

This grant would allow for the continued funding of the human services administrator and administrative
secretary in the police department and the victim specialist provided by Women's Haven Additionally,
there are minimal monies for operating supplies and travel to attend a conference on family violence.
The $107,182 00 that makes up the appropriation is the state grant funds and the City's cash match
from Awarded Assets. The cash match was appropriated on 9/11/97 as part of the FY1997-98 adopted
budget for Awarded Assets There is also $7,904 00 in value of volunteer time donated to this program
The grant period is from October 1, 1997, through September 30, 1998 Since the maximum award
under the VAWA program is .$80,000 00, it is necessary to waive the indirect costs in the amount of
$14,596 00 Additionally, the Criminal Justice Division has mandated that in the event of any misuse or
loss of issued Criminal Justice Division funds, the City will replace these funds in full

The Director of Fiscal Services certifies that upon adoption of the attached appropriation ordinance,
funds will be available in the current operating budget, as appropriated, of the Grant Fund
