AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE
GRANT FUND IN THE AMOUNT OF $41,775 00 SUBJECT TO THE RECEIPT OF THE GRANT
FROM THE TEXAS DEPARTMENT OF HEALTH OFFICE OF REGIONAL ADMINISTRATNE
SERVICES FOR THE PURPOSE OF FUNDING PUBLIC HEALTH SUPPORT SERVICES AND
PREVENTIVE HEALTH AND HUMAN SERVICE PROGRAMS, PROVIDING FOR A
SEVERABILITY CLAUSE, MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES
AND REPEALING ALL PRIOR ORDINANCES IN CONFLICT HEREWITH, AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS
SECTION 1
That in addition to those amounts allocated to the various City departments for the Fiscal Year 1997-98 and in the Budget of
the City Manager, there shall also be increased estimated receipts and appropriations the Grants Fund in the amount of
$41,775 00 subject to the receipt of the grant from the Texas Department of Health Office of Regional Administrative Services
for the purpose of funding public health support services and preventive health and human service programs.
SECTION 2.
Should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a
court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or
parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect.
SECTION 3
That this ordmance shall be cumulative of Ordinance No. 13111 and all other ordinances and appropriations amending the
same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and
appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly
repealed.
SECTION 4
This ordinance shall take effect and be in full force and effect and after the date of its passage, and rt is so ordained.

It is recommended that the City Council
1 Authorize the City Manager to apply for and, if offered, accept and execute a grant contract with the
Texas Department of Health Office of Regional Administrative Services (ORAS),.for $41,775 and,
2. Adopt the attached appropriation ordinance increasing appropriations and estimated receipts by
$41,775 in the Grants Fund, and
3 Apply indirect costs in accordance with Administrative Regulation AR3-15 at a rate of 22.93%,
which represents the most current indirect cost rate for this department.
DISCUSSION
The Texas Department of Health provides grant funds to local health departments across the state to
provide essential public health services. The City of Fort Worth Public Health Department intends for
these funds to be directed at reducing the incidence of cardiovascular disease in the community
The goal of the program is to identify and educate local citizens about the long-term and short-term
benefits of physical activity Lack. of physical activity is a high risk factor in several chronic diseases
including cardiovascular disease, diabetes, and cancer
This goal will be implemented by a collaborative effort of the Public Health and Parks and Community
Services Departments. The walking paths in neighborhood parks throughout the City will be measured
and distances marked to give the public access to this information. Additionally, the Public Health
Department staff will initiate walking programs for residents in designated neighborhoods through
special events and community meetings targeted to educate these groups on the benefits of physical
activity
The cost for developing this educational campaign and analysis of existing walking •paths will include
staff time to measure walking paths, to develop special events, to distribute educational materials, and
to participate in community functions. In addition, funds will purchase supplies, advertising space, and
incentive items. The funding period would begin September 1, 1998, and end August 31, 1999, for an
amount not to exceed $41,775 Indirect costs for this program are estimated to be $4,503.
